Marion City Council met April 24.

Here is the minutes provided by the Council:

Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council Chambers at City Hall April 24, 2017. Mayor Pro-Tern Rinella called the meeting to order at 6:30 P.M. The City Clerk was instructed to call the roll and the response was as follows:

Physically Present: Commissioners Hightower, Webb And Goss And Mayor Pro-Tem Rinella Absent: Mayor Butler

The minutes of the April 10, 2017 Regular Meeting and the Special Meeting of April 13, 2017 were approved as presented.

Mr. Kenneth Cannon and Mr. Richard Cannon were present to thank Mayor Butler and the Council for allowing the Garden Way Street to be re-named Joseph Cannon Way commemorating their brother. Joseph Cannon, a Veteran of World War II and lifelong citizen of Marion. They also gave their appreciation for the sign that was set at the intersection of Marathon Drive and Joseph Cannon Way telling the story of their brother. The Cannon family also stated their appreciation to Street Department Superintendent Doug Phillips for all the help he and his department gave them.

Old Business

Ordinance 3376 - An Ordinance pertaining to the impoundment of vehicles in connection with illegal activities, was tabled to the next regular meeting,

NEW BUSINESS

Ordinance 3379 - An Ordinance Approving The City Of Marion Budget Ordinance For Fiscal Year 2017-2018.

Treasurer Steve Hale presented the Budget for Fiscal year May 1, 2017 through April 30, 2018. The total proposed budget is $46,227,420.00. Treasurer Hale explained all the Superintendents and Departments heads worked together to make this a balanced budget trimming $700,000.00 from last year's budget. Treasurer Hale explained the City has 25% or three months of expenses amounting to $5,320,970.00 set aside in reserve. Commissioner Webb made a motion to approve Ordinance 3379 as presented. Commissioner • Goss seconded the motion.

Resolution 2017-13 resolution approving supplemental budget resolution for fiscal year 2016-2017. Commissioner Goss made a motion to approve Resolution 2017-13 as presented. Commissioner Webb seconded the motion.

Resolution 2017-14 ~ Resolution To Include Retroactive Auto Allowance And Cell Phone Allowance As Imrp Earnings.

Treasurer Steve Hale informed the Council this was the first Audit ever performed on the City's IMRF fund. There was only one finding. The City's system shows auto allowance and cell phone allowance. The City could have amended the account back to 2012 or do this Resolution as stated. Commissioner Webb made a motion to approve Resolution 2017-14 as presented. Commissioner Goss seconded the motion.

Treasurer Steve Hale presented the Non-Union hourly employee wage rate increases, as was discussed in the March 25, 2017 Open Meeting Budget meeting. There being no changes to the suggested raises, Commissioner Goss made a motion to approve all the non-union hourly employee rates increases. Commissioner Webb seconded the motion.

Treasurer Steve Hale presented the Supervisor Management employee raises that were discussed in the March 25, 2017 Open Meeting Budget meeting. Commissioner Hightower thought in the future the wage increases should be set by appraisal evaluations instead of across the board raises. Commissioner Goss made a motion to approve the Supervisor Management employee raises as presented. Commissioner Webb seconded the motion.

Mayor Pro-Tern Rinella presented the annual Maintenance Agreement with BVPS, Blue Valley Public Safety Inc. which is the annual maintenance agreement for the City's Storm Sirens at $ 12,043.20. Commissioner Webb made a motion to approve the Annual Maintenance Agreement with BVPS for $12,043.20. Commissioner Hightower seconded the motion.

Engineer Brian Ziegler stated the bids for the 2017 Manhole Lining Bids were opened April 20th at the office of Clarida and Ziegler Engineering. The only bid submitted was from Spectra Tech, LLC of Nobles ville, Indiana in the amount of $187,200.00 for approximately 720 vertical feet of manhole lining. Spectra Tech, LLC. had done the manhole project last year. This project will be paid from TIP funds. Commissioner Hightower made a motion to approve the bid of Spectra Tech, LLC in the amount of $ 187,200.00. Commissioner Webb seconded the motion.

Engineer Glenn Clarida explained the Federal Aid Agreement between the Illinois Department of Transportation and the City of Marion for the improvement of North Russell Street between Scottsboro Road and Morgan Avenue with a total cost of $540,000.00. The Federal portion coming through IDOT is $398,000 for participating construction and $32,000.00 for construction engineering for a total of $430,000.00 or 80% of the total project. The City of Marion's portion is $102,000 for participating construction and $8,000.00 for construction engineering or 20% of the total cost. There will be a June letting for the bids. Commissioner Goss made a motion to approve the Agreement between IDOT and the City of Marion for the improvement of North Russell Street from Morgan Avenue to Scottsboro Road with the 80/20 split of $540,000.00. Commissioner Webb seconded the motion.

Resolution 2017-15 Resolution That The City Of Marion Authorized $110,000.00 (One Hundred And Ten Thousand Dollars) Or As Much As May Be Need To Match Federal Funds In The Completion Of Mft Section Number 14-00106-01-Fp.

Engineer Glenn Clarida stated this is the Resolution stating that the City of Marion agrees to pay 20% of the cost of the improvement of North Russell Street from Scottsboro Road to Morgan Avenue or approximately 753 feet. Commissioner Goss made a motion to approve Resolution 2017-15 as presented. Commissioner Webb seconded the motion.

Commissioner Webb informed the Council of the Change Order on the removal of pavement and gravel and construction of additional concrete pavement with the amount of the change order being $11,066.58. Commissioner Webb told the Council this was to accommodate more concrete driveway. The change order addition increases the new contract price to $123,215.93. Commissioner Webb made a motion to approve the change order in the amount of $11,066.58 increasing the contract price to $123,215.93. Commissioner Hightower seconded the motion.

Commissioner Hightower made a motion to approve the re-appointment of Terance Henry to the Police Pension board for a term of two years beginning May 1, 2017. Commissioner Webb seconded the motion.

Commissioner Goss presented three bids to purchase a bush hog mower/rotary cutter for the Street Department. The bids are as follows: F.B. McAfoos & Company bid $6,997.00 for a 2017 used Bush Hog 3308 Mower-Rotary cutter; Little Tractor and Equipment Co. bid $6,990.00 for a turbo 96 Super Duty pull type mower; M & S Implement Co. Inc. $14,300.00 for a Bush Hog rotary mower. Commissioner Goss explained that Street Superintendent Doug Phillips prefers the bid from F.B. McAfoos & Company because it is a Bush Hog brand and the Rhino that is $7.00 cheaper is not as heavy.as the Bush Hog Mower for $6,997.00. Commissioner Goss made a motion to approve the bid of F.B. McAfoos & Company of $6,997.00. Commissioner Webb seconded the motion.

Commissioner Goss made a motion to approve hiring Clayton Gribble as part-time summer help at the Cemetery at $13.00 per hour for mowing to work up to 999 hours. Commissioner Webb seconded the motion.

Commissioner Goss made a motion to approve hiring Rex (RJ) Manfredo as part-time summer help at $12.00 per hour to work up to 999 hours to do GIS work at the Cemetery effective May 1, 2017. Commissioner Webb seconded the motion

Hub Recreation General Manager Chris Georgantas recommended to the Council to approve the hiring of the following part time employees

Shannon Youngman - Part-time Wellness Attendant at $9.00 per hour. Trevor Gunther — Part-time Lifeguard at $9.50 per hour. Commissioner Webb made a motion to approve Shannon Youngman and Trevor Gunther as presented. Commissioner Goss seconded the motion.

I.T. Director Terance Henry asked the Council to approve a third full time employee in the I.T. Department. Commissioner Goss made a motion to approve a third full time employee in the I.T. Department with Commissioner Webb seconding the motion.

I.T. Director Terance Henry asked the Council to approve two new job descriptions; first job description for Tech Level I and second job description for Tech Level II, the only difference being Level II accounts for seniority, experience and education. Commissioner Goss made a motion to approve Tech Level I and Tech Level II job descriptions with Commissioner Webb seconding the motion.

I.T. Director Terance Henry asked Council to approve hiring Derrick Roberts as a fall-time employee in the position of Tech Level I with Man-Tra-Con paying 50% of his hourly rate of $16.00 up to 560 hours. This is a budgeted item. Derrick is a grad student from SIU with an IT Degree. Mayor Pro-Tern Rinella asked if $16.00 per hour was commensurate with other IT graduates. Terance told him Mr. Roberts was excited to be able to get the job and the experience. Commissioner Hightower made a motion to approve hiring Derrick Roberts as a full-time employee Tech Level I with Man-Tra-Con paying 50% of his hourly rate of $16.00 up to 560 hours with Commissioner Goss seconding the motion.

Commissioner Goss made a motion to approve Kim Dooley to continue in the Tech Level II position. Commissioner Webb seconded the motion.

Mayor Pro-Tern Rinella read a letter from Marion Carnegie Library Director David Patton recommending the hiring of Mia Josephine Waters as a Library Assistant (Shelver) as a part-time employee working 19 hours per week at $9.00 per hour filling a vacant position. Commissioner Goss made a motion to approve hiring Mia Josephine Waters as a Library Assistant as presented with Commissioner Webb seconding the motion.

Commissioner Webb made a motion to approve the resignation of Janis Brandt from Marion Carnegie Library Board of Trustees effective February 12. 2017 because of health reasons. Commissioner Goss seconded the motion.

Commissioner Hightower made a motion to approve the appointment of Andrea Bradley to fill the vacancy on the Marion Carnegie Library Board that was created by the resignation of Janis Brandt. Commissioner Webb seconded the motion.

Resolution 2017-12 Approval Of Inducement Resolution For The Proposed First Amendment To The Marion Hill View Tif District Redevelopment Project To Include Woodland Rental Properties. Llc, Who Proposed To Develop Property Located At 2703 17th Street For The Purpose Of Constructing A Multi-Unit Strip Shopping Center.

Commissioner Goss made a motion to approve Resolution 2017-12 as presented. Commissioner Webb seconded the motion.

Commissioner Webb made a motion to approve the acceptance of the donation of $50,000.00 from Allen and Wanda McCabe on behalf of the Marion Cultural and Civic Center. Commissioner Goss seconded the motion. Mayor Pro-Tern Rinella stated "It is hard to express all the gratitude to Mr. and Mrs. McCabe for this donation."

Commissioner Hightower made a motion to pay the monthly bills as funds become available with Commissioner Webb seconding the motion.

Commissioner Goss noted that this meeting with a lengthy agenda was conducted in record time.

Mayor Pro-Tern Rinella reminded everyone that plans for the Memorial Day Celebration at the Ray Fosse Park are all in place. Tickets are now available for the BBQ chicken dinner, price $10.00. Among the events planned for the day will be an American Legion double header ball game, free swimming for the kids, other food venders selling their wares and a car show in addition to other planned events. Tickets for the BBQ are available at the City Clerk's office. Small's Grocery and at the Goofy Golf Course office.
