Jackson County Real Property Committee met May 17.

Call to Order (5:00 PM)

Members Present: Endres, Erbes, Hunter, Mendoza, Jr., Mueller, Peterson and S. Bost

Also Present: Chris Mohrman

Approval of Minutes

I. 17-2427 April 12, 2017 Minutes

A motion was made by Erbes, seconded by S. Bost, to approve the April 12, 2017 minutes as presented. The motion carried by unanimous vote.

Highway Department

II. 17-2438 SIMPO-Southern Illinois Metropolitan Planning Organization

Peterson asked Guthman about project selection regarding a Jackson County project in De Soto. Guthman stated that he has not spoken to the new Highway Commissioner in De Soto yet. Peterson also asked about what the county does regarding weed spraying; they spray on county highways.

III. 17-2439 Road Sign Maintenance

No new information.

IV. 17-2440 Highway Monthly Claims

A motion was made by Mueller, seconded by Erbes, to approve paying the Highway Monthly Claims in the amount of $261,189.21. The motion carried by unanimous vote.

V. 17-2441 Contract Bond Approval for County MFT Section 17-00000-00-GM

A motion was made by Hunter, seconded by Erbes, to approve the contract bond for the County MFT Section 17-00000-00-GM. The motion carried by unanimous vote.

VI. 17-2442 Contract Bond Approval for Township MFT Section 17-XX000-00-GM

A motion was made by S. Bost, seconded by Hunter, to approve the contract bond for the Township MFT Section 17-XX000-00-GM. The motion carried by unanimous vote.

VII. 17-2443 Highway Authority Agreement for Leaking Underground Storage Tank Incident near Ava Road

A motion was made by S. Bost, seconded by Erbes, to approve the Highway Authority Agreement for leaking underground storage tank incident near Ava Road. The motion carried by unanimous vote.

VIII. 17-2444 Indemnification Agreement for Leaking Underground Storage Tank Incident near Ava Road

A motion was made by Mueller, seconded by S. Bost, to approve the Indemnification Agreement for leaking underground storage tank incident near Ava Road. The motion carried by unanimous vote.

IX. 17-2445 Degognia Township Request for Matching Funds for Hamilton Road

A motion was made by Erbes, seconded by S. Bost, to approve the Degognia Township request for matching funds for Hamilton Road. The motion carried by unanimous vote.

X. 17-2446 Giant City Road-Giant City State Park Speed Limit Reduction Request

Guthman was asked at the April meeting to conduct a speed study on Giant City Road because of the request to reduce the speed limit to 30 miles an hour. He conducted the speed study and found that 35 miles per hour is what it can be adjusted to.

A motion was made by Mueller, seconded by Erbes, to approve the ordinance reducing the speed limit on Giant City Road to 35 miles per hour. The motion carried by unanimous vote.

XI. 17-2447 Summer Employment

Guthman informed the committee that he plans to hire about seven people for summer help, most of whom are returning workers. He presented the applications for the committee to review and asked if anyone had comments on the selections he made; there were none.

Land Use & Economic Development

XII. 17-2448 Greater Egypt Regional Planning & Development Commission

Peterson informed the committee that currently there seems to be on going support for the EDA but in the future the committee could consider adopting a resolution in support. Also, the DRA Grant for pumps in the bottoms is being resubmitted this month.

XIII. 17-2449 Supervisor of Assessments

Peterson reported that a citizen in district 5 informed her that their experience with the Board of Review was good. They found the Board of Review to be very professional and are pleased with their results.

XIV. 17-2450 Jackson Growth Alliance

The committee reviewed the resignation notice from Jeff Doherty. S. Bost commented that JGA will be looking to hire a new Executive Director, they are looking for someone with about five years of experience and hungry to make a difference.

XV. 17-2451 Comprehensive Plan

Peterson reviewed the subsidence information included in the packets. This will continue to be on the agenda.

XVI. 17-2452 River Levee Project Update

Peterson reported that she spoke with Mark Holt and there is no new information at this time. Erbes stated that he spoke with Mark Holt and Mr. Holt remains confident in the engineer. Peterson then reviewed included information on House and Senate bills regarding flood protection.

XVII. 17-2453 IDNR Report

Peterson asked Mohrmen to give the committee an update on various IDNR things going on in the county. Mohrmen spoke to the committee for about twenty minutes on what IDNR is doing, planning for the eclipse, and their comprehensive plan. Then he took some time to update the committee on the Soil and Water Conservation District and Kinkaid lake.

XVIII. 17-2454 County Group Solar Buy Program

This item will be carried over to the June meeting.

County Buildings & Grounds

XIX. 17-2463 Fire Alarm/Sprinkler System Inspection Contracts

The committee coordinator was asked to forward the contract to the State's Attorney Office for review.

XX. 17-2464 Fire Alarm System Replacement

The committee coordinator was asked to forward the contract to the State's Attorney Office for review.

XXI. 17-2455 County Parking Lot Sign

A motion was made by Erbes, seconded by Mueller, to authorize the purchase of a sign for the county parking lot from spectrum graphics at a cost of $385. The motion carried by unanimous vote.

XXII. 17-2456 Storage Needs for Circuit Clerk Office

This item will be carried over to the June meeting.

Old Business

Peterson reviewed her idea for a county welcome center. The committee discussed the idea.

New Business

Mueller asked about assistance for her nonprofit with fixing up homes that are purchased from tax delinquent sales. The consensus of the committee is to have Mueller take this issue to the Executive Committee in June.

Endres moved and Erbes seconded to adjourn, motion carried.
