Herrin City Council met April 24.

Treasurer's Report Treasurer Carl Goodwin was absent from the meeting.
Budget Office Carrie Cravens, Budget Director stated that regarding insurance, we are having employees do an online
Codes Codes Administrator Robert Craig had nothing to report.
Public Works Bill Sizemore, Chairman of the Public Works Committee reminded everyone that spring cleanup is this week.
Tom Somers, Public Works Director reminded everyone we cannot pickup TVs. You would need to take these directly to the garage yard.
Public Improvement Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.
Public Safety No one was here from the Police Department.
Shawn Priddy, Fire Chief stated that 813 is having engine problems. Should be approximately $1,000 to fix and should have it back by Thursday. Also we are having a t- shirt design contest with HHS students for RED Fridays.
David Shoemake, Chairman of the Public Safety Committee stated that Golf Cart/UTV permits are ready and you can have them inspected at the police department from 9 a.m. to 4 p.m. Monday through Friday.
Finance Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Kinley, Sizemore, Ruppel, Shoemake and York voted "Yea". None voted 'Nay'.
Insurance Deon McGuire, Chairman of the Insurance Committee was absent from the meeting.
Library Liason Marilyn Ruppel, Liaison for the Herrin City Library stated that on Sunday, April 30 from 2-4 p.m. there will be a celebration at the library for 100 years.
Civic Center Scott Kinley, Liaison for the Her and HJHS Disney School Rock 5/11,12,13.

Resolution 4 2017 Herrin-Fiesta Parade
Motion made by Alderman Sizemore, seconded by Alderman Ruppel to approve Resolution 4-2017 Herrinfesta Italiana Parade. Alderman Sizemore, Ruppel, Shoemake, York and Kinley voted 'Yea'. None voted “Nay”.

Motion made by Alderman York, seconded by Alderman Shoemake to approve Resolution 5-2017 Herrinfesta Italiana Road Race. Alderman Ruppel, Shoemake, York, Kinley and Sizemore voted "Yea". None voted "Nay"
Proclamation Small Business Week.
Motion made by Alderman Ruppel, seconded by Alderman Kinley to proclaim May 7-13, 2017 as Municipal Clerk's Week. Alderman Shoemake, York, Kinley, Sizemore and Ruppel voted "Yea". None voted "Nay".
Agreement STF 51230 Single Family Rehab Grant
Motion made by Alderman Shoemake, seconded by Alderman York to proclaim April 30-May 6, 2017 as Small Business Week. Alderman York, Kinley Sizemore, Ruppel and Shoemake voted "Yea". None voted "Nay".
Privacy Policy Exhibit B STF 51230 Single Family Rehab Grant
Motion made by Alderman York, seconded by Alderman Kinley to approve the Professional Services Agreement for STF-51230 Single Family Rehab Grant, Alderman Kinley, Sizemore, Ruppel, Shoemake None voted “Nay”.
Agreement TIF Facade John Monteith 122 W Cherry
Motion made by Alderman York, seconded by Alderman Kinley to approve the Privacy Police, Exhibit "B" for STF-51230 Single Family Rehab Grant. Alderman Sizemore, Ruppel, Shoemake, York and Kinley voted "Yea". None voted "Nay".
Plat of Subdivision
Motion made by Alderman Ruppel, seconded by Alderman Shoemake to approve the Plat of Subdivision -Agape 2nd Addition. It adds a lot, Tom has reviewed. Alderman Shoemake, York, Kinley, Sizemore and Ruppel Voted "Yea". None voted “Nay".
Agreement First MidState Inc. Go Bonds
Motion made by Alderman York, seconded by Alderman Sizemore to approve the agreement with First MidState, Inc.for 2017 GO Bonds(Water system revenue pledge). This is for approximately $565,000 for 16th & 17th St. projects from previous grant projects that have to be completed by June 2018. Carl, Carrie & GO BONDS Mayor compared 3 presentations. Alderman York, Kinley, Sizemore, Ruppel and Shoemake voted "Yea".None voted "Nay".
Ordinance 8 2017 Sale of Personal Property
Motion made by Alderman Shoemake, seconded by Alderman Ruppel to pass Ordinance 8-2017 Authorizing Sale of Personal Property. This is for items at the Fire Department. Alderman Kinley, Sizemore, Ruppel, Shoemake and York voted "Yea". None voted "Nay".
Agreement Clarida Zeigler 12th Street Sewer & St Rehab
Motion made by Alderman York, seconded by Alderman Kinley to approve agreement with Clarida Ziegler Engineering for 12th Street Sewer & Street Rehab. Alderman Sizemore, Ruppel, Shoemake, York and Kinley voted "Yea". None voted "Nay".
Agreement Shawnee Surveying & Consulting
Tabled.
Mayor Downtown Revitalization continues to make improvements to the City parking lot on N. 14th St. The only thing we are out is labor.
City Hall fountain should be up and running in a couple weeks.
Council Farmer's Market will begin April 29 from 8 a.m. to 11 a.m. in the parking lot across from Les Marie Florist.
Honor flight will be returning at 9:30 Tuesday evening. Everyone is invited to welcome them home.
Public Dennis Avripas, Chairman of Herrin City Cemetery Association stated that there will be 4 Corvette Clubs Attending the car show fundraiser next month at the Elks. Donations are always accepted. Envelopes are here at City Hall and at local funeral homes.
Ed Avripas is looking for a donated golf cart to water the flowers at city hall and parking lots.
Beverly Griffith asked about moving the curb at Herrin & 5th St. Also there is a limb hanging from a tree at Herrin & 4th St. There is a lawn at 400 S. 13 that needs mowed.
