Call to Order: 

Debra Dyer called the meeting to order at 2:06 p.m. A quorum was present.

Approval of Minutes:

Motion: Paula Jaudes made a motion to approve the minutes from December 20, 2016 & January 24, 2017.

Mark Holzberg seconded the motion, and a unanimous vote from the remaining board members carried the motion.

Follow Up:

Katherine Gibson. An Ethnographic Study of Professional Practices with Psychotropic Drugs in the Child Welfare System.

Observation of clients at ACRs will still need parental approval.

Need IRB from University of Chicago.

Dr. Naylor thought that this was going to be an ‘in and out’ study, but has no issues or concerns with it.

Motion: Paula Jaudes motioned to approve the proposal.

Mark Holzberg seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Ram Yogev. IMPAACT P1112: A Phase I Study to Determine Safety and Pharmacokinetic Parameters of Subcutaneous (SC) VRC01, a Potent Anti-HIV Neutralizing Monoclonal Antibody in HIV-1 Exposed Infants, Version 2.0, dated May 24, 2016.

Waiting for the next version to be released.

Motion: Motion made to table this research proposal until the updated information was received.

New Proposals:

Peter Alfano. Effect of Positive Reinforcement on Parent Implementation on Behavior Reduction Interventions.

Concerns have been raised with this proposal.

It appears that the researcher is treating foster parents like children. Rewards are offered and are what you would give to children or people with disabilities. Embarrassing. Going to use reinforcement paradigm – doesn’t work unless you get people hooked the first time around. Not sure what the researcher is hoping to achieve.

Doesn’t control how disabilities will impact and foster parent ability to work with the child.

Very intrusive for the foster parent and the child if this is done during the school year. There will be a difficulty finding research subjects.

Video recording but never says that in the consent form. That information needs mentioned.

Mark Holzberg will follow up with the researcher.

Motion: Motion made to table this research proposal until information that addresses the board’s concerns are received.

Hannah Halberg. Does Placement Stability Effect the Length of Stay?

This research proposal is already a well-researched topic.

There are no potential benefits to this research project. The potential benefits are only to the graduate student to formulate ideas – not adding anything at a policy level.

Mark Holzberg will follow up with the researcher.

Motion: Motion made to table this research proposal until information that addresses the board’s concerns are received.

Bethany Lee. Evaluation of the National Training Initiative (NTI) of Adoption Mental Health Competence – Amendment.

No Issues.

Motion: Mark Holzberg motioned to approve the proposal.

Paula Jaudes seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Faith Summersett-Ringgold. Identifying Protective Factors among Youth and Caregivers in the Child Welfare System to Prevent Justice System Involvement.

Need the IRB from Northwestern.

Concerns is under sample description. 2005-2016: nature of child welfare has changed a great deal from 2005 to 2016, including the kids of children/kids that we are taking in. how does that affect the sampling? Started taking in children from Department of Juvenile Justice, but she’s excluding those from the sample.

Variable could be added that she could always add the time when she’s doing her regression analysis.

Issue with caretaker might be different 6 months to a year.

Motion: Paula Jaudes motioned to approve the proposal.

Mark Holzberg seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Other:

Rush University. Dr. Jaudes will continue to follow up with the university on submitting research proposals to our IRB for approval.

April Meeting. We will be meeting on April 25, 2017 at 2 pm instead of April 18, 2017.

Next meeting was scheduled for April 25, 2017 at a 2 pm.
