Carterville Water and Sewer Board met Jan. 9.

Here is the minutes as provided by the Board:

Delinquent accounts were discussed (81 accounts delinquent in the amount of $5,676.17). We usual shut off approximately 60-90 customers each month. The Rend Lake bill for December 2016 was not available for the meeting. We sold 9,948,480 gallons and will determine our loss when the bill comes in. Last month’s loss was 687,186.

Motion 1: Bollmann moved and Crain seconded to approve the minutes of the December 8, 2016 regular Meeting as submitted by the Secretary. All voted yea and the Secretary declared the motion carried.

Motion 2: Crain moved and Bollman seconded to approve the Treasurer’s Report for the month of December 2016. A roll call vote was taken, and all present voted yea. The Secretary declared the motion carried.

Motion 3: Bollmann moved and Crain seconded to approve payment of the monthly bills as submitted by the Secretary. A roll call vote was taken, and all present voted yea. The Secretary declared the motion carried. Mickey Edwards reported that John Geiselman had surgery on December 30, 2016 and may get home today from the hospital. He still needs some encouragement. Garry Wiggs explained that he solicited prices for excavation equipment. He solicited prices for lease and purchase from Bobcat and Kubota. The lease for Bobcat is $1,185.00 per month with a buyout at the end of the lease of $23,333.00 or $66,396.00. The cash price is $65,968.00. Kubota has three lease options 36 months at $1,844.66 per month ($66,407.76); 48 months at $1,429.51 ($68,616.48); 60 months at $1,194.14 ($71,648.40). The total cost for purchase is $61,777.00. These two dealers are local and if we have to advertise for on this equipment we can contact them personally to submit a bid.

Motion 4: Crain moved and Bollmann seconded to enter into a lease agreement with Bobcat at a cost of $1,185.00 per month for 36 months (pending legal opinion regarding advertising for bid). A roll call vote was taken, and all present voted yea. The Secretary declared the motion carried. Garry Wiggs explained that we should have information on financing electronic meters fromseveral vendors. (H. D. Supply explained that we will only need one antenna on our water tower which will lower the cost of their system. There are several vendors that will be giving prices.) Carterville Water and Sewer Board Michael Resczenksi, Water Supervisor, reported that it has been normal for winter. Marc Buatte, Wastewater Treatment Operator, reported that the aerators for the oxidation ditches are still being evaluated. The effluent pump station renovation is still in progress. Flo Systems has not responded to Marc regarding the price of a pump. Marc would like to go forward with the new pump on the Pea Ridge Lift Station and he wants to have this lined to make it last for a few years. The engineer indicated that we have three pumps in storage at the WWTP but Marc is concerned about the shape of this equipment. The total cost of the renovation of this lift station would be $36,500.00.

Motion 5: Bollmann moved and Crain seconded to authorize Marc Buatte to purchase pumps for the Pea Ridge Lift Station as follows: Municipal Equipment (ABS Pumps) $14,488.04 (2 pumps, guide rails, bases & hatch) A roll call vote was taken, and all present voted yea. The Secretary declared the motion carried.

Motion 6: Crain moved and Bollmann seconded to authorize Spectra tech to line the Pea Ridge Lift Station wet well at a cost of $16,000.00. A roll call vote was taken, and all present voted yea. The Secretary declared the motion carried.

Motion 7: Bollmann moved and Crain seconded to authorize Spectra Tech to line the Pea Ridge Lift Station valve vault at a cost of $6,500.00. A roll call vote was taken, and all present voted yea. The Secretary declared the motion carried.

Motion 8: Bollmann moved and Crain seconded to contract Jeff Wiggs Excavating to do the piping and the bypass at Pea Ridge Lift Station at a cost of $3,090.00. A roll call vote was taken, and all present voted yea. The Secretary declared the motion carried. The leak credits were not completed for the meeting. Therefore, we will continue the meeting on Wednesday, January 18, 2017 at 5:30 p.m. Ron Modglin, Crawford and Associates, presented a bill for aeration design in the amount of $4,500.00. The Downtown water main replacement will start the third week of January. The Sludge Holding Structure paperwork has been resubmitted to I.E.P.A. because it was lost. The Sewer Study is still in progress. The 2013 Water Study – Hydrants have been located and the project is on hold until we find the approval motion on this project. The check valves have been installed in the Refuge meter and the backflow problem should be alleviated. The mowing bids have been published in the Southern Illinoisan with an opening date of February 8, 2017.

Motion 9: Crain moved and Bollmann seconded to approve payment of the bill from Crawford and Associates for design of the aeration system at a cost of $4,500.00. A roll call vote was taken, and all present voted yea. The Secretary declared the motion carried. Carterville Water and Sewer Board

Motion 10: Bollmann moved and Crain seconded to recommend that the Council amend the sewer backflow ordinance as stated in the changed ordinance attached. All voted yea and the Secretary declared the motion carried.

Motion 11: Bollmann moved and Crain seconded to move the EXECUTIVE SESSION. All voted yea and the Board left regular session at 7:08 p.m.

Motion 12: Crain moved and Bollmann seconded to return to REGULAR SESSION. All voted yea and the Board returned at 8:06 p.m.

Motion 13: Crain moved and Bollmann seconded to authorize Marc Buatte and Garry Wiggs to handle employee discipline up to and including dismissal. All voted yea and the Secretary declared the motion carried.

Motion 14: Crain moved and Bollmann seconded to continue the meeting Wednesday, January 18, 2017 at 5:30 p.m. All voted yea and the meeting was dismissed at 8:10 p.m.
