Mayor Steve Frattinicalled the meeting to order and asked John Steve, Herrin House of Hope to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

TREASURER'S Treasurer Carl Goodwin had nothing to report. REPORT
BUDGET OFFICE Carrie Cravens, Budget Director stated that we have begun working on the budget figures.
CODES Codes Administrator Robert Craig was absent from the meeting.
PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee had nothing to report.
Tom Somers, Public Works Director stated that 2 crews are working on potholes. If you know of one please call and report to be put on the list. Road Maintenance will begin soon as well. If you know of streets to include please call.
PUBLIC Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report. IMPROVEMENT
PUBLIC SAFETY Quinn Laird, Police Chief stated that Officer Dylan Sollers responded to report of wrong way driver. Police car was involved in crash involving wrong way driver who was having medical issue. Since this was the K9 vehicle the K-9 will now arrive in May.
Fire Department had no representatives here.
David Shoemake, Chairman of the Public Safety Committee stated there will be public safety committee meeting at 5 p.m. February 13, 2017.
FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before
the Council. Alderman McGuire, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay".
INSURANCE Deon McGuire, Chairman of the Insurance Committee had nothing to report.
LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library stated that Allison Albert has been hired as Assistant LIAISON Librarian and Children's Librarian. 928 patrons used the OPAC. There are 55,183 volumes available,
1,208 views on the website and 5,482 registered borrowers. Digital Yearbooks are being made available.
CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center stated that the Chamber annual dinner will be 2/3/17 and LIAISON HJHS Valentine Dance will be on 2/4/17.

Motion made by Alderman Miller, seconded by Alderman Kinley to approve TIF Reimbursements with Private Developers per Existing Agreements. Alderman Ruppel, Ahlgren, Shoemake, McGuire, York, Miller, Kinley and Sizemore voted "Yea". None voted "Nay".
Motion made by Alderman Kinley, seconded by Alderman McGuire to approve TIF Reimbursements with Schools per Intergovernmental Agreements. Alderman Ahlgren, Shoemake, McGuire, York, Miller, Kinley, Sizemore and Ruppel voted "Yea". None voted "Nay".
The Student Chamber was in attendance. Mayor had them introduce themselves.
Save-a-Lot should be open within 10-12 weeks.
Alderman McGuire stated that the feline facility electric should be finished this week. General contracting Work to begin next week.
Alderman McGuire also stated that there was complaints of tractor/trailers on 29th Street on their way to East Side Lumber. Area will be checked for truck routes and signage placed.
