MINUTES OF THE REGULAR MEETING OF THE CITY OF HERRIN COUNCIL OF THE CITY OF HERRIN, ILLINOIS HELD IN THE COUNCIL CHAMBERS OF CITY HALL ON FEBRUARY 13, 2017 AT 6:00 P.M.
Mayor Steve Frattinicalled the meeting to order and led us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes JANUARY 23 of the January 9, 2017 Council Meeting. Alderman Shoemake, 2017 MEETING McGuire, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".
TREASURER'S Treasurer Carl Goodwin stated that there will be a finance meeting on February 27 at 5:00 p.m. REPORT
BUDGET OFFICE Carrie Cravens, Budget Director stated that we are working on the budget.
CODES Codes Administrator Robert Craig stated that he handed out pics of a before and after on S. 13th St.
PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee had nothing to report.
Tom Somers, Public Works Director stated roof repair at fire department is getting ready to start. Contractor has been delayed due to house fire. RFP-RFQ for new meter system should be available this week. The City is looking to replace meters to improve ability to read and accuracy improvements as well as allowing residents to check on their usage during the month.
PUBLIC Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report. IMPROVEMENT
PUBLIC SAFETY Quinn Laird, Police Chief stated that the K-9 Squad car has been picked up and is at Novacom having
equipment installed. Target date for K-9 is March 13.
Fire Department had no representatives here.
David Shoemake, Chairman of the Public Safety Committee stated there will be public safety committee meeting at 5:30 p.m. February 27, 2017. They met before this meeting and discussed golf carts, tow ordinances and stop sign.
FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before
the Council. Alderman McGuire, York, Miller, Kinley, Sizemore. Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay".
INSURANCE Deon McGuire, Chairman of the Insurance Committee stated that there will be a presentation for insurance
options on February 21 at 8:30 a.m.
LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library stated that the library is asking for old newspaper LLAISON clippings for the History Room. Jack Tisher will be presenting to the Herrin Area Historical Society on
February 17 at 2 p.m. regarding Illinois politics.
CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center stated that the Chamber annual dinner was held on 2/3/17 LIAISON and HJHS Valentine Dance was on 2/4/17. Those events both hosted more than 250 persons. SI Opry will
be on 2/18.
NEW BUSINESS:
AUTHORIZE Motion made by Alderman Sizemore, seconded by Alderman Ahlgren to Authorize AGE to secure and AGE TOSE- facilitate retail natural gas supply for City owned facilities. We put out for bid and AGE was the CURE & FACILI- low bidder. Alderman York, Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and McGuire voted TATE RETAIL "Yea". None voted "Nay".

ORDINANCE 4- Motion made by Alderman Shoemake, seconded by Alderman Miller to pass Ordinance 4-2017 Amending 2017 AMENDING Chapter 24, Schedule “A” of the Herrin Revised Code of Ordinances: three-way stop at Lyerla & 13th St. CHAPTER 24, We had placed stop signs there temporarily for the hospital construction. They have asked that we make it SCHEDULE “A” permanent. Public Safety Committee recommends. Alderman Miller, Kinley, Sizemore, Ruppel Ahlgren
Shoemake. McGuire and York voted "Yea". None voted 'Nay'.
ORDINANCE 5- Motion made by Alderman Miller, seconded by Alderman York to pass Ordinance 5-2017 Adding Chapter 2017 ADDING 24, Article VII to the Herrin Revised Code of Ordinances (Administrative Fees & Procedures for Impounding CHAPTER 24, Vehicles for Specified Violations). Public Safety Committee recommends. Alderman Kinley, Sizemore, ARTICLE VIII Ruppel. Ahlgren, Shoemake, McGuire, York and Miller voted "Yea". None voted 'Nay.

Mayor Stated there will be a Budget Public Hearing on February 22 at 6 p.m. for public input.
The City Clerk's office has Williamson County 911 Atlases for sale for $25.00.
City Hall will be closed Monday, February 20 for President's Day. Trash will be picked up.
Don't forget Valentine's Day tomorrow.
Doughboy Committee is looking at new ideas. If anyone knows of WWII Veterans, please let the Clerk's office know.
Mayor reminded everyone that he is available many hours at City Hall for anyone that needs to discuss topics.
Alderman York stated that Farmer's Market will begin on April 29. It will be located across Park Avenue From Les Marie.
Alderman Ahlgren stated that the HHS girls bowling team will be going to state this weekend. Their record is 52-2.
Alderman McGuire stated that the feline facility is coming along. The power is done, water line laid, sewer hooked up and inside starting tomorrow.
Helen Russell asked about the Dairy Queen. As far as we know there will be no action there. She asked about chicken coops. At this time not working on, hopefully in next few weeks. She also stated she needed to be on list for driveway repair.
Darrell Ridgway asked about water meter changes. This has been talked about extensively before however we were unable to solidify the deal and are having to start over.
Motion made by Alderman Miller, seconded by Alderman Ahlgren to adjourn. Alderman Sizemore, Ruppel, Ahlgren, Shoemake. McGuire, York, Miller and Kinley voted "Yea". None voted "Nay".
