Carbondale Elementary School District No. 95 Board of Education met Thursday, Feb. 23.

The Carbondale School District No. 95 School Board consists of seven members elected to serve four-year terms. There are four schools in the district: Parrish School, Thomas School, Lewis School and Carbondale Middle School.

A regular meeting of the Carbondale Elementary School District No. 95 was held on Thursday, February 23, 2017 6:00 PM at CES95 Administrative Center, 925 South Giant City Road, Carbondale, IL 62902.

6.21 Personnel & Recruitment Committee – Edward Benyas

• The Personnel & Recruitment Committee met on Wednesday,

February 8, 2017, at 4:15 PM at the CES95 Administrative Center.

• The committee discussed staff needs for FY18.

• The next committee meeting has not been scheduled at this time.

6.22 Transportation Committee – Edward Benyas

• The Transportation Committee met on Wednesday, February 15,

2017, at 9:30 AM at the CES95 Administrative Center.

• The committee met with representatives from the West Bus Company to discuss issues with student transportation in the District.

• The next committee meeting has not been scheduled at this time. 6.23 Land & Building Committee – David Biggs

• The Land & Building Committee met on Tuesday, February 7, 2017 at 5:00 PM at the CES95 Administrative Center.

• The committee discussed enrollment, use of the Lakeland building, and Summer projects.

• The next committee meeting has been scheduled for Tuesday, March 28, 2017, at 4:15 PM at the CES95 Administrative Center.

6.24 Policy Committee – Roger Pfister

• The Policy Committee met on Thursday, February 9, 2017, at 5:00 PM at the CES95 Administrative Center.

• The committee discussed new and updated IASB policies and updates to the Parent Student Handbook for the 2017-2018 school year.

• The next committee meeting has been scheduled for Thursday, March 9, 2017, at 5:00 PM at the CES95 Administrative Center.

6.3 Administrative/Staff Reports ADMINISTRATIVE/

STAFF REPORTS

6.31 Assistant Superintendent’s Report – Justin M. Miller

Mr. Miller reported the following:

• Discussed updates on Tax Levy funding.

• Will present to the Board in March recommendations for inter fund loan repayments.

• Bids for student transportation services are currently in effect. A probed meeting will be held on March 6, 2017 at 1:00 PM for interested companies. Bids are due March 21, 2017 at 10:00 AM.

• A recommendation for student transportation services will be made at the March Board meeting.

6.32 Director of Curriculum/Instruction & Assessments – Colleen Doyle-Parrott Mrs. Doyle-Parott reported the following:

• The Black History Month event held at Carbondale Middle School was well attended. Mrs. Doyle-Parrott thanked all the teachers, staff, and students who were involved with the production.

• Introduced students from Ms. Janice Heninger’s Social Studies classroom to present to the Board their election debate project.

• Students presented to the Board a video of their class project of their recent mock election debate and voting session produced in reference to recent current event lessons covered in Social Studies.

6.33 Director of Pupil Services – Zeppelyn Brewer

Mrs. Zeppelyn Brewer reported the following:

• A successful Tyler SIS training for the CES95 Data Team was held on March 8, 2017.

6.34 Superintendent’s Report – Michael Shimshak

Mr. Shimshak reported the following:

• Introduced Clinical Director, Jean Halstead, from Centerstone to give a presentation on the organization.

• Action on a Memorandum of Understanding between the District and Centerstone is up for Board vote tonight.

• Introduced Mr. Josey Wyatt, teacher at Thomas Elementary School.

1. Mr. Wyatt will be hosting the CES95 District Board Candidate Forum, Wednesday, March 22, 2017, at Carbondale Middle School, 7:00 PM.

2. All Board candidates are invited. Tom English, an editor with The Southern Illinoisan will monitor the forum.

• Mr. Shimshak presented a report on academic progress within the District based on the recent student test scores.

10. Public Comments

Bob Grimmer, Carbondale, IL:

• Questioned how Centerstone services would be offered to students with IEPs.

• Asked if the school would be responsible for payments/reimbursement to a third-party service such as Centerstone if the student were referred as part of the IEP and does not receive Medicaid.

• Asked what part of the payment either the school or the student would be responsible for if referred to a third-party.

• Mrs. Murphy responded that based on her experience, if mental health service is part of the student’s IEP, then the school itself would carry it out.

• Mr. Grimmer asked if the school uses a third-party, how would services be handled and paid for.

• Mr. Benyas responded the Board would refer that question to the District’s attorney for clarification.

Ellis Reed, Carbondale, IL:

• Asked about whether the Superintendent’s report on academic progress included data specific to students who participate in the I Can Read! Program.

• Mr. Shimshak responded the report does not provide information on students in the I Can Read! Program specifically.

• Mrs. Murphy responded students would be included in the data as part of the student body as a whole.

John Major, Board President:

• Sends his condolences to the Bryant family who recently lost their daughter.

Their daughter was a student at Thomas Elementary School.
