The Herrin City Council met Dec. 26 to appoint board members.

Here are the meeting's minutes, as provided by the council:

MINUTES OF THE REGULAR MEETING OF THE CITY OF HERRIN COUNCIL OF THE CITY OF HERRIN, ILLINOIS HELD IN THE COUNCIL CHAMBERS OF CITY HALL ON DECEMBER 26, 2016 AT 6:00 P.M.

Mayor Steve Frattini called the meeting to order and asked John Steve, Herrin House of Hope to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to approve the minutes DECEMBER 12 of the December 12, 2016 Council Meeting. Alderman Shoemake, McGuire, York, Miller, Kinley, 2016 MEETING and Ruppel voted "Yea". None voted "Nay".

TREASURER’S Treasurer Carl Goodwin had nothing to report. REPORT

BUDGET OFFICE Carrie Cravens, Budget Director had nothing to report.

CODES Codes Administrator Robert Craig has presented the council with a property list update for demos/repairs.

2016 stats were: 849 inspections, 111 city mowed properties. 103 inoperable vehicles and 72 unsafe/unfit. There were 50 building permits issued for a value of $4.366,876 which resulted in $6.421 worth of fees.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works was absent from the meeting.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report. IMPROVEMENT

PUBLIC SAFETY Quinn Laird, Police Chief had nothing to report.

Fire Department had nothing to report.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman McGuire, York, Miller, Kinley, Ruppel and Shoemake voted "Yea. None voted "Nay".

INSURANCE Deon McGuire, Chairman of the Insurance Committee had nothing to report.

LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report. LIAISON

CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center gave a report. Richard Melvin, Director thanks the City LIAISON and Council for all of their support. They have shopped around for insurance and will save approximately S6,100 per year. Megabytes is working on new webpage and Tom Harness will be helping with social media.

NEW BUSINESS:

APPOINTMENT Motion made by Alderman Kinley, seconded by Alderman Miller to appoint Quinn Laird to the 911 TO WCJETSB WCJETSB for a term 1/1/17 to 12/31/19. Alderman Miller, Kinley Ruppel, Shoemake. McGuire and York voted "Yea". None voted "Nay".

APPOINTMENTS Motion made by Alderman McGuire, seconded by Alderman Ruppel to appoint Shirley Muckley, Steve HERRIN LIB- Priest and Jim Starnes to Herrin Library Board for a term 1/1/17 to 12/31/19. Alderman Kinley, Ruppel, RARY BOARD Shoemake. McGuire, York and Miller voted "Yea". None voted "Nay".

APPOINTMENTS Motion made by Alderman Kinley, seconded by Alderman Ruppel to appoint Christy Shoemake and Ed HERRINCIVIC Tresnak to the Civic Center Board for a term 1/1/17 to 12/31/19. Alderman Ruppel, McGuire, York, Miller, CENTER BOARD and Kinley voted “Yea. None voted "Nay". Alderman Shoemake “Abstained".

APPOINTMENTS Motion made by Alderman Shoemake, seconded by Alderman Miller to appoint Rick Lowe to the Zoning ZONING BOARD Board of Appeals for a term 1/1/17 to 12/31/22 and Howard Grant for a term 1/1/17 to 12/31/23. Alderman OF APPEALS Shoemake, McGuire, York, Miller, Kinley and Ruppel voted "Yea". None voted "Nay".

MAYOR Mayor thanked the council, department directors and staff for helping move Herrin in a positive direction. Also thank you to the citizens for helping us achieve goals such as landscaping and animal control efforts.

He stated that topics go out to one of our 5 committees for discussion before coming to the full council. A few upcoming items include: golf cart/side by side use, administrative towing, animal control shelter and ordinance updates, municipal court, early retirement buyouts, city planning commission, continued downtown revitalization and website improvements.

COUNCIL Alderman McGuire joined Mayor in thanking everyone serving on boards for their help. The cat shelter electrical project is continuing this week.
