Herrin City Council approves annual tax levy ordinance

Herrin City Council met Monday, Dec. 12.

Here are the minutes as provided by Herrin:

MINUTES OF THE REGULAR MEETING OF THE CITY OF HERRIN COUNCIL OF THE CITY OF HERRIN, ILLINOIS HELD IN THE COUNCIL CHAMBERS OF CITY HALL ON DECEMBER 12, 2016 AT 6:00 P.M.

Mayor Steve Frattinicalled the meeting to order and led us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

MENUTES OF Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to approve the minutes NOVEMBER 28 of the November 28, 2016 Council Meeting. Alderman Shoemake, McGuire, York, Miller, Kinley, 2016 MEETING Sizemore, and Ahlgren voted "Yea". None voted “Nay".

TREASURER'S Treasurer Carl Goodwin had nothing to report.

REPORT

BUDGET OFFICE Carrie Cravens, Budget Director stated that she has checked the IMLRMA savings and from 2006-2012 we Saved $98,627.

CODES Codes Administrator Robert Craig stated that the Cherry Street demolition is almost complete. So far this Year demos are at 28.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works stated that trash pickup on the holidays will be on regularschedule. City Hall will be closed on December 23, 26, 30 and January 2.

Tom Somers, Public Works Director had nothing to report.

PUBLIC Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting. IMPROVEMENT

PUBLIC SAFETY Quinn Laird, Police Chief was absent from the meeting. Mayor announced that shop with a cop will be December 14th at Herrin Walmart.

No one was in attendance from the Fire Department.

David Shoemake, Chairman of the Public Safety Committee stated that they are waiting on more information to have a committee meeting.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman McGuire, York, Miller, Kinley, Sizemore, Ahlgren and Shoemake voted "Yea. None voted "Nay".

INSURANCE Deon McGuire, Chairman of the Insurance Committee had nothing to report.

LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting. 

CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center stated that the annual Brewer Foundation Scholarship LLAISON fundraiser is Saturday, December 17th. 7 p.m. concern with Blend, doors open at 6.

OLD BUSINESS:

DISUCSSION & Motion made by Alderman McGuire, seconded by Alderman Miller to accept the bid from Tri-County POSSIBLE ACT- Roofing for Fire Department roofrepairs. The bid was $28,000. Alderman York, Miller, Kinley, ION FIRE DEPT. Sizemore, Ahlgren, Shoemake and McGuire voted "Yea". None voted "Nay".

ROOF BIDS

RESOLUTION 13-Motion made by Alderman Miller, seconded by Alderman McGuire to pass Resolution 13-2016 Use of TIF 2016 USE OF TIF Funds for Fire Department Roof Repair/Mold Abatement. Alderman Miller, Kinley, Sizemore, Ahlgren, FUNDS FOR FIREShoemake, McGuire and York voted "Yea". None voted "Nay".

NEW BUSINESS:

ORDINANCE 36- Motion made by Alderman Sizemore, seconded by Alderman York to pass Ordinance 36-2016 Annual Tax 2016 ANNUAL Levy. Alderman Kinley, Sizemore, Ahlgren, Shoemake, McGuire, York and Miller voted "Yea". None TAXLEVY voted "Nay".

ORDINANCE 37- Motion made by Alderman Sizemore, seconded by Alderman York to Pass Ordinance 37-2016 Abating G/O 2016 ABATE Bonds Series 2001; Ordinance 38-2016. Abating G/O Bonds Series 2009; Ordinance 39-2016. Abating G/O G/O BONDS Bonds Series 2011; Ordinance 40-2016 Abating G/O Bonds Series 2016 and Ordinance 41-2016 Abating SERIES 2001 G/O Sewerage Bonds. Alderman Sizemore, Ahlgren, Shoemake, McGuire, York, Miller and Kinley voted ORDINANCE 38- “Yea". None voted "Nay".
