Herrin City Council met Monday, Oct. 24.

Here are the minutes as provided by Herrin:

Minutes of October 10 2016 meeting

- Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the October 10, 2016 council meeting. Alderman Shoemake, Mcguire, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".

Treasurer's report

- Treasurer Carl Goodwin stated there will be a finance meeting on October 31 at 5:00 p.m.

Budget office 

- Carrie Cravens, Budget director had nothing to report.

Codes 

- Codes administrator Robert Craig stated that the grant application for home demo and rehab has been completed and submitted. This will provide for approximately $68,000. He thanked Celeste Sollers from Williamson County Economic Development and Roy Adams who wrote the grant.

Public works Bill Sizemore, Chairman of the public works had nothing to report.

- Tom Somers, public works director stated that the hydrants in all wards will be flushed October 31 to November 18.

Public improvement

- Marilyn Ruppel, Chairman of the public improvement committee had nothing to report. Sharon Frattini stated that the farmer's market fall festival the last week was a success. She thanked everyone for shopping at the market. There will be a Christmas Open House again this year at City Hall on December 2.

Public Safety 

- Quinn Laird, Police chief stated that October 28 is the Pumpkins in the park event. The K-9 Bocce fundraiser in October 29. The department has been performing sex offender compliance checks as well.

No one was in attendance from the fire department.

David Shoemake, Chairman of the public safety committee stated that the fire department chili dinner will be October 29 from 11 a.m. to 6 p.m. Tickets are $6.50 each or 10 for $60.

Finance 

- Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the council. Alderman McGuire, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None vote "Nay".

Insurance 

- Deon McGuire, chairman of the insurance committee had nothing to report.

Lbrary Liaison

- Scott Kinley, Liaison for the Herrin Civic Center stated SI Opry will be on 10/15, HHS Musical 10/29 & 10/30, 11/8 used as a polling place, 11/12 energy k-9 fundraiser and 11/19 SI Opry.

New business

Proclamation Red Ribbon Week

- Mayor Frattini read the red ribbon week proclamation. The students were at City hall this morning for the reading of the proclamation and balloon release. Mayor and City clerk will be going to the Junior High tomorrow at 8:30 a.m.

Ordinance 33-2016 amending chapter 25, article III, section 10(B) Bulk trash

- Motion made by Alderman Ruppel, seconded by Alderman Ahlgren to pass ordinance 33-2016 Amending chapter 25, article III, section 10(B) of the Herrin revised code of ordinance- bulk trash. Alderman York, Miller, Kinley, Sizemore, Rupper, Ahlgren, Shoemake and McGuire voted "Yea". None voter "Nay".

Ordinance 34 - Motion made by Alderman Shoemake, seconded by Alderman York to pass ordinance 34-2016 granting a variance for 410 W. Monroe St. zoning board met on October 17 and recommends the council pass the variance for OLMC to build a new school within the setback area and cover more than 30% of property. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgre, Shoemake, McGuire and York voted "Yea". None voted "Nay".

Agreement TIF Facade Herrin Drug 112 E. Monroe

- Motion made by Alderman Ruppel, seconded by Alderman Kinley to approve TIF facade agreement for 112 E. Monroe for Herrin Drug. Public improvement committee recommends $2,500 for tiger mural. Alderman Kinley, Sizemore, Ahlgren, Shoemake, McGuire, York and Miller voted "Yea". None voted "Nay".

Agreement TIF Facade Cottingtree Beads 208 N. 14th 

- Motion made by Alderman Ruppel, seconded by Alderman Sizemore to approve TIF Facade agreement for 208 N. 14th St. for Cottingtree Beads. Public improvement committee recommends $2,450 for store front improvements. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, McGuire, York, Miller and Kinley voted "Yea". None voted "Nay".

Street lights near 304 & 405 McVicker Dr. 

- Motion made by Alderman Kinley, seconded by Alderman Miller to place street lights near 304 and 405 McVicker Drive on existing poles. Alderman Ruppel, Ahlgren, Shoemake, McGuire, York, Miller, Kinley and Sizemore  voted "Yea". None voted "Nay".

Recommendation stop signs N. 16th & Taylor 

- Tom Somers, public works director and Quinn Laird, police chief have checked the intersection of N. 16th Taylor St. There have been no accidents in the last 2 years. They do not recommend additional stop signs there.

Mayor

- Mayor stated that there are housing rehab grants available. Applications are available in the budget office. Income guidelines are $32,000 per year for individuals and $37,000 for couples.

HHS Student chamber was in attendance.

November 3 at 11 a.m. the City will be presented with a $2,500 check from Ameren for being chosen a 2016 progressive city. $1,500 will be used toward feline facility and $1,000 will be used for downtown revitalization.

Pumpkins in the park will be October 28 at 5:00 p.m. Kings food service will be giving away free corn dogs. The movie will start at 7:00 p.m. City wide trick or treating will be the same night from 5-8.

Saturday, the Herrin Tiger football team hosts Waseka in round one of the playoffs.

HJHS is in the midst of a project to collect supplies for animal control. Paws for claws is taking place for the month of October. The class with the most donations will have a party.

Council

- Alderman Shoemake has had a request for a stop sign on 3rd street at bond.

Alderman Kinley said it is an honor to see high school students in attendance.

Public

- Darrell Ridgway stated that the boar ramp area at City lake #1 is very dark. He asked that the city check into placing lights there.

- Motion made by Alderman Sizemore, seconded by Alderman Miller to adjourn. Alderman Ahlgren, Shoemake, McGuire, York, Miller, Kinley, Sizemore and Ruppel  voted "Yea". None voted "Nay".
