Herrin City Council met Monday, June 13.

MINUTES OF THE REGULAR MEETING OF THE CITY OF HERRIN COUNCIL OF THE CITY OF HERRIN, ILLINOIS HELD IN THE COUNCIL CHAMBERS OF CITY HALL ON JUNE 13, 2016 AT 6:00 P.M.

Mayor Steve Frattini called the meeting to order and asked Terry Griffith, West Monroe Apostolic Church to lead us in prayer. Mayor Frattini led us in the Pledge of Allegiance. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF MAY 23 MEETING

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the May 23, 2016 Council Meeting. Alderman York, Miller, Kinley, Sizemore, Ruppel and 2016 Shoemake voted “Yea”. None voted “Nay”.

TREASURER'S Treasurer Carl Goodwin had nothing to report. REPORT

BUDGET OFFICE Carrie Cravens, Budget Director stated info was in packet. If any questions, please ask.

CODES Codes Administrator Robert Craig stated two more houses have been demolished. Citizens are mowing lots when requested so the City’s list is getting smaller.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works stated they have items later on in the agenda.

Tom Somers, Public Works Director stated that 148 resurfacing as well as Herrin Road projects are Complete.

PUBLIC Marilyn Ruppel, Chairman of the Public Improvement Committee stated they have items later on the agenda. 

IMPROVEMENT

PUBLIC SAFETY Quinn Laird, Police Chief stated Herrinfesta Italiana went well and was uneventful.

Mike Steh, Fire Chief was absent from the meeting. Firefighter Jack Coriasco was in attendance on behalf of the department and had nothing to add. Mayor stated that he has met with union rep and will be meeting Soon with negotiating committee.

David Shoemake, Chairman of the Public Safety Committee stated there will be a meeting on June 16 at 5:30. Also there were concerns during the Herrinfesta parade of kids being too close to the traffic.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Miller, Kinley, Sizemore, Ruppel, Shoemake and York voted “Yea”. None voted “Nay”.

INSURANCE Deon McGuire, Chairman of the Insurance Committee was absent from the meeting. Budget Director Carrie Cravens stated that we have fully switched to Blue Cross Blue Shield and so far it is going well.

LIBRARY LLAISON Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report. 

CIVIC CENTER LLAISON Scott Kinley, Liaison for the Herrin Civic Center stated that Herrinfesta Italiana went well at the Civic Center. They had extended hours and provided asc and restrooms to event goers. The Civic Center as Well as the City are working closer with the Herrinfesta committee. The SIOpry continues to be a success. Director Richard Melvin stated that it is very satisfying to see the City, HFI Committee and Civic Center working so close together again.

OLD BUSINESS:

MFT RESOLUTION, LPA FOR FEDERAL PARTICIPATION & PE SERVICES AGREEMENT SECTION 14-00054-01 Tabled

NEW BUSINESS:

MFT RESOLUTION & MUNICIPAL ESTIMATE OF COSTS 16-00000-00-GM

Motion made by Alderman Sizemore, seconded by Alderman Shoemake to pass MFT Resolution & MuniciTION & MUNI- pal Estimate of Costs, Section 16-00000-00-GM. Alderman Kinley, Sizemore, Ruppel, Shoemake, York and CIPAL ESTI- Miller voted “Yea”. None voted “Nay”.

AGREEMENT HORNER & SHIFRIN, INC. CODES SOFTWARE

Tabled until able to identify funds to purchase. 

CONSENT ORDER

EPA

Motion made by Alderman Miller, seconded by Alderman York to enter into Consent Agreement to pay fines due to closing landfill. The City has obligations to obtain closure and EPA sued the City for failure to EPA do so. The fines have been reduced down to $12,000 and this order is for payment of those fines over a 6 Month period. Alderman Sizemore, Ruppel, Shoemake, York, Miller and Kinley voted “Yea”. None voted “Nay”.

ORDINANCE 13- Motion made by Alderman Sizemore, seconded by Alderman York to pass Ordinance 13-2016 Amend 2016 AMEND Chapter 41 by Adding Article II, Sections 1-4 to the Herrin Revised Code of Ordinances: Storm Water CHAPTER 41, Detention. This pertains to subdivision developments and provides for subdivider to take care of ADD ARTICLE Alderman Ruppel, Shoemake, York, Miller, Kinley and Sizemore voted “Yea". None voted “Nay”. II, SECTIONS 14

ORDINANCE 14- 2016 PREVAILING WAGE

Motion made by Alderman Shoemake, seconded by Alderman Ruppel to pass Ordinance 14-2016 Prevailing Wage. Alderman Shoemake, York, Miller, Kinley, Sizemore and Ruppel voted “Yea”. None voted “Nay”. 

ORDINANCE 15-2016 FERKY 6, INC DBA HERRIN DAIRY QUEEN TIF AGREEMENT

Motion made by Alderman Kinley, seconded by Alderman Miller to pass Ordinance 15-2016 Ferky 6 Inc. 2016 FERKY 6, dba Herrin Dairy Queen for Redevelopment of Certain Property Located in the City of Herrin and TIF Agreement. Alderman York, Miller, Kinley, Sizemore, Ruppel and Shoemake voted “Yea”. None voted “Nay”.

ORDINANCE 16- 2016 PINE LAKES INC TIF AMENDMENT

Motion made by Alderman Miller, seconded by Alderman Kinley to pass Ordinance 16-2016 Pine Lakes Inc. for Redevelopment of Certain Property Located in the City of Herrin and TIF Agreement Amendment. Alderman Miller, Kinley, Sizemore, Ruppel, Shoemake and York voted “Yea”. None voted “Nay”. 

ORDINANCE 17- 2016 VARIANCE 1413 S. PARK

Motion made by Alderman Miller, seconded by Alderman Kinley to pass Ordinance 17-2016 Granting Variance for 1413 S. Park Avenue to build Dairy Queen with 18° setback. This will be built next to present location. There was no objections by anyone. Alderman Kinley, Sizemore, Ruppel, Shoemake, York and Miller voted “Yea". None voted “Nay”.

AUTHORIZATION FOR MAYOR TO LEASE PART OF 309 N. 7TH

Motion made by Alderman Ruppel, seconded by Alderman Shoemake to authorize the Mayor to enter into agreement to lease 309 N. 7” St. to mowing company. They will lease one bay and a portion of the parking lot for $300. Alderman Sizemore, Ruppel, Shoemake, York, Miller and Kinley voted “Yea”. None voted “Nay”.

ORDINANCE 18- 2016 AUTHORIZATION TO SELL 111 & 113 E. CHERRY ST.

Motion made by Alderman Miller, seconded by Alderman Sizemore to pass Ordinance 18-2016 Authorization to sell 111 & 113 E Cherry Street and go out for bids. This building is behind Rent One and we will get a judicial deed later this week. We have an interested party that will pay the City for the demolition. Bids will be opened at the second council meeting in July. Minimum bid will be cost of demolition. 

RESOLUTION 6- 2016 USE OF TIF FUNDS PARK AVE. ENHANCEMENT SAFETY PROJECT

Motion made by Alderman Ruppel, seconded by Alderman York to pass Resolution 6–2016 Use of TIF Funds for Park Avenue Enhancement/Safety Project. This will be for $340,000 which would be our portion of the 1.7 million dollar project. Alderman Shoemake, York, Miller, Kinley, Sizemore and Ruppel  voted “Yea”. None voted “Nay”.

TIRE COLLECTION DAY

Robert Craig, Codes Administrator stated that the City Wide Tire Collection day will be June 25 at the Civic Center from 8 a.m. to 1 p.m. It is free to Herrin residents ONLY. ID will be required.

MAYOR If we own properties we will continue looking at them to sell. Our new administrative and feline facility for animal control will be put into place tomorrow. It is a portable structure that was donated to the city.

COUNCIL Alderman York spoke about the farmer's market. Just had week 3 and it is growing and going very well. Green beans will be available this week.

Alderman Miller stated he would like us to dig up ordinances regarding buildings. When persons are putting in new development they are not putting in culverts to facilitate drainage. He asks that we take a look at this. Our police, fire and city employees worked well when they had to close McVickerto replace a culvert across road. He asked everyone to take time to look around at City Hall. Thanks to our employees and citizens of Herrin.

Alderman Sizemore stated that annual St. Jude benefit was yesterday. There were 29 teams. He will have numbers next meeting.

PUBLIC Beverly Griffith is excited to hear about Dairy Queen. What is going to happen to the old one? It will remain for now and looking for options. She was going to have a get together Memorial Day at Herrin Park. She couldn’t find any tables, she did find out if you want ashelter, you have to reserve it. If shelter doesn’t have a reserve sign it’s first come first serve. Herrin Park District is its own taxing district and has its own board. The City council has no control over the park.

Debbie Jones asked the location of new feline house. It will be on Weaver Road next to current animal control building.

Terry Griffith stated that WMAC has a Memorial Day picnic at the park and they have called the park and received return calls. He encourages Ms. Griffith to call and they will get back to her.

Kathy Lively stated that they are working on third plaque for memorial garden at City Hall. Donations are $500 for this.

On Newman Drive a farmer has been using street and taking out mailboxes. There are concerns with this happening. Most of road is only one lane. City is taking an aggressive approach to deal with it.

Helen Russell stated how nice a patrolman was during a situation, she forgot his name. It was Dylan Sollers. Ms. Russell appreciates the work Mrs. Frattini is doing in town.

Resident reported he had accident today. He stated the Officer who handled it was very professional.
