Unity Point Community Consolidated School District 140 Board met Jan. 19.

Here are the minutes provided by the board:

The regular meeting of the Unity Point Board of Education was called to order at 6:00 p.m. by the President, D. W. Presley, with the following members present: Susan Murphy, John Longueville, D. W. Presley, Amanda Pangrazio, Sylvia Thoms and Robin Warne. Others present were: Lori James-Gross, Michelle Brown, Chris Rogers, Leslie Varble and Mary Beth Goff.

Sylvia Thoms made the motion, seconded by Amanda Pangrazio to approve the Agenda as presented. Motion carried 6-0 with all voting yea.

Robin Warne made the motion, seconded by Susan Murphy to approve the minutes of the December 15, 2022 Truth and Taxation Public Hearing Minutes, copy attached. Motion carried 6-0 with all voting yea.

D. W. Presley made the motion, seconded by Sylvia Thoms to approve the minutes of the December 15, 2022 Regular Meeting Minutes, copy attached. Motion carried 6-0 with all voting yea.

Robin Warne made the motion, seconded by John Longueville to approve the following Consent Agenda items:

- Approval of Bills

- Presentation of Financial Reports

- Jackson County SFST January Distribution

- Correspondence

- Thank You Note from Tanya Thies, K-4 Music Teacher

- Thank You Note from Maria Buehler, U.S. Dept. of Veterans Affairs

- Resignation Letter from Tanya Thies, K-4 Music Teacher, Effective 1/13/23

Motion carried 6-0 with all voting yea.

Morteza Daneshdoost entered the meeting at 6:04 p.m.

D. W. Presley recognized guests and visitors that were present.

Public Comments – None.

UPEA Remarks – Requested a physical and electronic copy of the AFR.

D. W. Presley made the motion, seconded by John Longueville to accept the Fiscal Year 2022 Annual Financial Report and Audit Report as presented. Kevin Batteau, CPA, with Kujawa and Batteau presented the FY22 Audit to the Board. Motion carried 7-0 with all voting yea.

Michelle Brown, Business Manager, presented the 2nd Quarter Financial Reports as well as an update regarding cash and investments.

D.W. Presley made the motion, seconded by Sylvia Thoms to approve the October 2022, Issue 110 PRESS Policy updates, as presented. Motion carried 7-0 with all voting yea.

D. W. Presley made the motion, seconded by John Longueville to approve and adopt the following Administrative Procedures related to purchasing and safekeeping of assets to remain compliant with State and Federal grant guidelines:

- 4:15 AP1 – Protecting the Privacy of Social Security Numbers

- 4:15 AP2 – Treatment of Personally Identifiable Information under Grant Awards

- 4:60 AP1 – Purchases

- 4:60 AP3 – Criminal History Records Check of Contractor Employees

- 4:60 AP4 – Federal and State Award Procurement Procedures

- 4:80 AP1 – Checklist for Internal Controls

- 4:80 AP2 – Fraud, Waste, and Abuse Awareness Program

- 4:80 AP3 – Inventory Management for Federal and State Awards

Motion carried 7-0 with all voting yea.

Morteza Daneshdoost made the motion, seconded by Susan Murphy to employ the following individual(s):

1. K-4 Music Teacher – Michalah Troutt, effective immediately

2. Speech & Language Therapist – Caitlyn Patalas, effective immediately

3. Part-Time Bus Aide – Kane Bryson, effective immediately

4. Custodian – Carl Jones, effective 1/3/23.

Motion carried 7-0 with all voting yea.

The tentative Seniority List for 2022-2023 was reviewed and will be given to UPEA to review. Employees will have an opportunity to raise questions and/or objections with respect to placement on the list. They will have until February 3, 2023 to submit written questions/objections. Any necessary changes will then be made and a final posting will be available on Friday, February 17, 2023.

Dr. Lori James-Gross, Superintendent, Leslie Varble, Principal for Instruction, and Mary Beth Goff, Dean of Students, provided the following Administrative Updates:

1. Enrollment Report (as of 1/17/23)

2. Continuous School Improvement Update – Mrs. Varble provided an overview of items addressed by CIT on January 17th.

D. W. Presley made the motion, seconded by Robin Warne to enter into Executive Session at 6:37 p.m. to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body. Motion carried 7-0 with all voting yea.

D. W. Presley made the motion, seconded by Robin Warne to enter back into Regular Session at 7:50 p.m. Motion carried 7-0 with all voting yea.

Amanda Pangrazio made the motion, seconded by Robin Warne to approve the minutes from the January 19, 2023 Executive Session. Motion carried 7-0 with all voting yea.

Board Remarks – None

Administrative Remarks – Congratulations to our Girls’ Basketball Team – going to State!

D. W. Presley made the motion, seconded by Sylvia Thoms to adjourn the meeting at 7:56 p.m. Motion carried

7-0 with all voting yea.
