City of Genoa City Council will meet May 8.

Here is the agenda provided by the council:

VI. CONSENT AGENDA

A. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:

1. THE MINUTES FROM THE APRIL 17, 2024 CITY COUNCIL MEETING

2. THE ACCOUNTS PAYABLES DATED APRIL 30, 2024

3. APPROVE AN ORDINANCE DELETING TITLE 10 OF THE MUNICIPAL CODE OF THE CITY OF GENOA

Staff has been reviewing and updating sections of the Municipal Code. Upon review, it was determined that Title 10 is no longer needed due to the Zoning Ordinance and separate actions taken by the City Council.

4. APPROVE THE PURCHASE OF MOBILE ECITATION SOFTWARE FROM EFORCE, NOT TO EXCEED $60,226

This software was presented for discussion in February 2024 and included in the 2024- 2025 Budget. Please see additional information in the packet.

5. APPROVE A STATEMENT OF WORK AND THE PURCHASE OF BODY CAMERAS AND RELATED SOFTWARE AND EQUIPMENT FROM MOTOROLA SOLUTIONS, NOT TO EXCEED $29,264 As part of the SAFE-T Act, all officers are required to wear body cameras by 2025. In order to ensure sufficient body cameras are available, the Police Department needs to purchase additional body cameras. This purchase is included in the 2024-2025 Budget.

6. APPROVE ILLINOIS DEPARTMENT OF TRANSPORTATION OBLIGATION RETIREMENT RESOLUTIONS FOR 2021, 2022, AND 2023

VII. NEW BUSINESS

A. DISCUSS EARTH CAM

Following a recent City Council meeting, Staff followed up with EarthCam to get answers to the Council’s questions. Below are their responses:

• Is there an opportunity for income to the City from ads shown before live footage? No.

• Can we receive/retrieve recordings of the footage? Archived images are always available. Video footage can be pulled within 48 hours. Alternatively, a video recorder can be purchased for $1,300 and footage can be accessed through the web based portal.

• Is the footage only live and the video cannot be rewatched? The footage is live but there is a 24-hour replay that can be disabled if the City chooses.

• Can we get the camera without audio? Yes, the quote has been updated.

B. APPROVE A FAÇADE GRANT AGREEMENT WITH 304 W MAIN GENOA LLC, NOT TO EXCEED $30,000

Included in the packet is a Façade Grant Agreement 304 W Main Genoa LLC. As a corner building, this building is eligible for $30,000 in façade grant funds. Included with the agreement is a color rendering of the building that shows the block on the exterior of the building being replaced with existing bring from the east side of the building. Further, smart siding will be installed on a portion of the building on the east side to makeup for the brick relocated to other portions of the building, windows will be replaced, and down lighting will be installed. The historic cast ornamental iron on the front of the building is being scraped, cleaned and repainted.

C. APPROVE THE CITY OF GENOA 2024 HOUSING STUDY

In 2022, the City of Genoa received Grant funding to complete a housing study. Northern Illinois University conducted the study and data was collected via resident surveys as well as analysis of census and real estate data. The 2024 Housing Study is included in the City Council packet and will be presented on at the May 8th meeting. With the study (plan) now complete, the City is eligible for implementation funding that was recently announced and will be applied for that includes funding for infrastructure improvements, housing or multi-use projects, workforce training, and/or site readiness projects.

D. APPROVE STAFF, COMMISSION, AND BOARD APPOINTMENTS AS LISTED IN THE MEMO DATED MAY 6, 2024 FROM MAYOR JONATHON BRUST
