Jackson County Real Property Committee met Jan. 13.

Here is the minutes provided by the committee:

Call to Order (4:55 PM)

Members Present: D. Bost, Morris, Mueller and Peterson

Members Absent: Edmond, Erbes and Mendoza, Jr.

Also Present: Bruce Wallace, Maureen Berkowitz, Jeff Whitbeck, Josh Barringer, Mitch Burdick, Bart Hagston, Kenton Schafer, Mary Beth Varner, C. J. Calandro

There was not a quorum until 5:05pm but the committee began talking about items that did not require a vote.

Approval of Minutes (5:05 PM)

At this time there was a quorum and the meeting resumed it's agenda.

I. 20-4694 September 11, 2019 Minutes

A motion was made by Mueller, seconded by D. Bost, to approve the September 11, 2019 minutes as presented. The motion carried by unanimous vote.

II. 20-4695 December 11, 2019 Minutes

A motion was made by Mueller, seconded by D. Bost, to approve the December 11, 2019 minutes as presented. The motion carried by unanimous vote.

III. 20-4700 Greater Egypt Regional Planning & Development Commission

IV. 20-4701 Supervisor of Assessments

Berkowitz stated that Board of Review had 546 appeals, most are rentals in Carbondale, and then gave a synopsis of the appeal process.

V. 20-4702 Jackson Growth Alliance

Mueller reported that there is a new Executive Director Brooke Guthman, she was the secretary and has been promoted. JGA is working internally to pick up other work.

VII. 20-4704 River Levee Project Update

VIII. 20-4705 SIMPO

Peterson explained that the Murphysboro downtown study is moving forward and that SIMPO has been asked to mentor other MPO's.

At 5:20pm Peterson repeated her SIMPO report and explained what SIMPO is to Morris.

IX. 20-4706 Jackson County Bike Routes

X. 20-4698 Highway Monthly Claims

A motion was made by Mueller, seconded by Morris, to approve the Highway monthly claims in the amount of $157,243.95. The motion carried by unanimous vote.

XI. 20-4696 Ordinance to establish a speed zone-Reed Station Road, DeSoto Road

A motion was made by Mueller, seconded by Morris, to approve Ordinance to establish a speed zone-Reed Station Road, DeSoto Road. The motion carried by unanimous vote.

XII. 20-4697 Ordinance to establish a speed zone-Crane Road, DeSoto and Somerset Road

A motion was made by D. Bost, seconded by Mueller, to approve Ordinance to establish a speed zone-Crane Road, DeSoto and Somerset Roads. The motion carried by unanimous vote.

XIII. 20-4699 County Highway Department Update

Burdick gave an abbreviated report due to the late start of the meeting. He stated that projects are on pace as planned; he is spending time coordinating with FEMA regarding the flood last year; the County has started to receive some of the capital funds; he is going to accept the lowest responsible bid for the dump truck which he budgeted for; he has completed the township budgets; he is currently taking bids for materials.

Hagston stated that the Health Department will be hosting a flood preparation training at 4pm on Wednesday in the back buildi ng at the Health Department.

Mueller moved and D. Bost seconded to adjourn, motion carried.
