City of Genoa City Council met Nov. 15.

A) SWEARING IN OF POLICE OFFICER MIKE WALSH

B) APPROVE THE 2023 TAX LEVY DETERMINATION FOR THE CITY OF GENOA

Staff has prepared the 2023 Tax Levy Determination:

City of Genoa $ 930,000

Genoa Riverbend SSA $ 104,480

Derby Estates SSA $ 9,180

Genoa Oak Creek Estates SSA #4 $ 17,120

The tax levy determination being presented results in a 2.22% reduction in the City of Genoa’s tax rate. A detailed presentation will be provided at the City Council meeting. A Public Hearing and final approval will take place at the December 6, 2023 meeting.

C) APPROVE A FAÇADE GRANT AGREEMENT FOR 101 WEST MAIN STREET, NOT TO EXCEED $30,000

Included in the packet is a Façade Grant Agreement for 101 West Main Street. Façade Improvements to the building include replacing siding, windows, doors, repair to the porch and monument sign, and adding stone veneer, exterior lighting, and a wall sign. This building is on a corner lot and therefore eligible for up to $15,000 on each side. There are sufficient funds remaining in the fund for this Façade Grant approval.

D) APPROVE A LETTER OF UNDERSTANDING AFFIRMING WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION THE CITY’S RESPONSIBILITY FOR MAINTENANCE OF AND IMPROVEMENTS TO THE PARKING LANES AND CURB AND GUTTER ALONG ROUTE 72

E) APPROVE A PROFESSIONAL SERVICE AGREEMENT WITH FEHR GRAHAM

From time to time, Fehr Graham conducts engineering review, sometimes on a small scale, for various projects. Each time Fehr Graham does work, they require a Professional Service Agreement, which requires Council approval. Staff is requesting the Council consider the Service Agreement in the packet, essentially a Master Service Agreement, which would allow Staff to have smaller projects reviewed more efficiently and therefore turnaround building permits quicker as opposed to being unable to move forward with the review until each individual agreement is approved by Council. The City’s purchasing policy will apply if the Service Agreement is approved.

F) APPROVE AN ORDINANCE ADOPTING TITLE 2 OF THE MUNICIPAL CODE OF THE CITY OF GENOA

This Ordinance, if approved, replaces the current Title 2 of the Municipal Code. Changes are reflected in a tracked word document also included in the packet. These changes are recommended as they reflect how the City currently operates, clarify the intent of existing ordinances, or bring the Code into compliance with State Law. Staff has reviewed this with our consulting Attorneys and will bring additional recommendations to the remaining Titles of the Municipal Code to the Council in the coming months.
