Village of Desoto Board of Trustees met June 17.

Here is the minutes provided by the board:

President John Evans called the second regular meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Present: Tony Rushing, Paulette Johnson, John Evans, Jennifer Morgan, Eric Schuler, Brian Gleason

Absent: Cristy Desormeaux

Motion made by Paulette Johnson, seconded by Tony Rushing, to dispense with the reading of the minutes of the regular meeting and the Street Committee meeting and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Eric Schuler, to approve the May revenue report. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Dale McKinney was present to report that his neighbor is not putting the trash tote back, and there are no speed limit signs on East Lincoln Street where he lives. Chief Doan explained that the speed limit is 25 miles per hour if it is not posted. Mr. McKinney also reported that heavy equipment was being hauled on East Lincoln Street. Chief Doan stated that the officer on duty would talk with the neighbor tonight in regard to the trash tote.

Mr. McKinney commended Village Employee Danny Vancil for doing a good job.

Motion made by Eric Schuler, seconded by Brian Gleason, to approve the bid of $7,619.49 from Weldon Construction for repairing the curb on the corner of Highway 149 and North Hickory Street to make it ADA compliant, to be paid from Motor Fuel Tax funds. Upon roll vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

There was not estimated cost for the extra oil and chipping required when the curb is repaired. The extra oil and chipping will be added with the scheduled oil and chipping of the designated streets. The cost will be paid from Motor Fuel Tax funds.

The front of the building on Chestnut Street at the corner of the four-way intersection has been repaired.

Trustee Tony Rushing reported that he had not spoken yet with the village engineer about the water line issue at 101 Williams Road. Trustee Rushing felt that the Village would not be able to do anything at this time unless there was a problem. The situation would fall under rural development for possible grants to extend the mains, but the Village would have to justify improvements for more than one house. There is a minimum number of houses to get grant money to extend the mains.

Trustee Johnson reported that Nathaniel White had proposed to cut down a dead tree north of the pavilion at the park and grind the stump for $50.00 if the Village would haul off the wood and brush. The proposal will be put on the agenda for the next regular meeting.

Trustee Johnson reported that Gary Pearson, division manager for Republic Services, did not know if the new proposed rates for garbage pickup are negotiable. He was going to check with the corporation. Trustee Desormeaux had submitted a comparison of rates for other municipalities.

Motion made by Eric Schuler, seconded by Paulette Johnson, to pass Resolution 2019-4 to appropriate $40,000.00 of Motor Fuel Tax funds for the purpose of maintaining the streets and highways from January 1, 2019 to December 31, 2019. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to adjourn the meeting at 7:52 PM. Motion carried.
