Village of DeSoto Board of Trustees met July 16.

Here is the minutes as provided by the board:

President John Evans called the second regular meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.


Present: John Evans, Tony Rushing, Brian Gleason, Paulette Johnson and Eric Schuler

Absent: Heath Rushing Cristy Desormeaux

Motion made by Tony Rushing, seconded by Eric Schuler, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Eric Schuler, to approve the June revenue report. Motion carried.

Motion made by Brian Gleason, seconded by Tony Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler - Yes. Motion carried.

Amanda Tinsley was present to answer questions about the Phase III Watermain Replacements Project. She agreed to put together an estimate for putting the water lines on the east side of Chestnut and one for boring under the highway. Mrs. Tinsley stated that at this point the Board needs to decide if they want to move forward with the project.

In regard to the map of current city water lines, Mrs. Tinsley stated that the original cost of the map is the result of having to create the map in CAD. The cost to update the map when the Phase III Watermain Replacements Project is completed would be the minimal.

Motion made by Tony Rushing, seconded by Paulette Johnson, to purchase a map of the current city water lines from J. T. Blankinship Inc. for $1,500. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler - Yes. Motion carried.

Trustee Tony Rushing presented a quote for a back up pump for No. 3 lift station on W. Logan Street. Each lift station has a different size pump so this pump would be specifically for that lift station.

Motion made by Tony Rushing, seconded by Eric Schuler, to purchase a back up lift station pump from Xylem Inc. for $5,932.00 to be paid from the Sewer Operating Fund, Line Item 200-495. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler - Yes. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to purchase a 2018 F150 Ford service truck for $23,674.00 from Vogler Motor Company, to be paid equally between the Water, Sewer and Streets Operating Funds with a $6,000 down payment and the remaining balance to be paid in installments over the following three years. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler - Yes. Motion carried.

For future reference, Mr. Rushing presented a quote from Vogler Motor Co. for a dump truck. A fully equipped dump truck would cost approximately $58,251.00

Trustee Tony Rushing reported that the sewer jetter is fixed. The Village will purchase diesel fuel from Farm Service instead of using biodiesel fuel to avoid the problems with the sewer jetter.

Trustee Johnson reported that they are still working on the park house.

A De Soto Daze Committee meeting is scheduled for July 22 at 3 PM.

Motion made by Eric Schuler, seconded by Tony Rushing, to pass Ordinance 2018-6 regarding small wireless facilities deployment. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler - Yes. Motion carried. Ordinance incorporated by reference.

Director of Public Works David Griffin reported that the hydrant meters would cost approximately $1,100 each.

Trustee Johnson discussed using metal material to repair the south end of the pavilion. The Board agreed it was a good idea.

The next regular board meeting will be held Monday, August 6, 2018 at 7:00 P.M.

Motion made by Tony Rushing, seconded by Heath Rushing, to adjourn at 8:03 PM. Motion carried.
