Jackson County Real Property Committee met July 12.

Here is the minutes as provided by the committee:

Call to Order (5:05 PM)

Members Present: Endres, Erbes, Hunter, Mendoza, Jr., Mueller and Peterson

Members Absent: S. Bost

Also Present: John S. Rendleman, Grant Guthman, Maureen Berkowitz, Bruce Wallace

Approval of Minutes

I. 17-2625 June 14, 2017 Minutes

Peterson asked the committee coordinator to make a few changes to the minutes; under

number three and thirteen the word authority should be changes to administration and in

number twenty the word "the" is misspelled.

A motion was made by Erbes, seconded by Hunter, to approve the June 14, 2017 minutes as

amended. The motion carried by unanimous vote.

Communication

Peterson suggested that the members read the information mailed to them from the Illinois Soy Bean Association. She then informed the committee that the Illinois Historical Society is requesting that each county purchase a portrait of Lincoln at a cost of $500 to be displayed prior to the State bicenntenial. Erbes asked what the money would be going toward. Peterson suggested using tourism funds to purchase it. This item will be on the agenda in August. Finally, Peterson mentioned an article in the NACO newspaper about truck driver training for those recovering from addiction.

Highway Department

II. 17-2626 SIMPO (Southern Illinois Metropolitan Planning Organization)

Peterson informed the committee that the update of the Mass Transit Report has been

completed. Consultants are doing a study on the lights on the 13 corridor and a pedestrian

overpass in Marion. SIMPO is doing a safe routes to school study.

III. 17-2627 Highway Monthly Claims

A motion was made by Erbes, seconded by Mueller, to approve paying the Highway monthly

claims in the amount of $251,482.44. The motion carried by unanimous vote.

IV. 17-2628 Preliminary Engineering Agreement Addendum #2Cora/Levee Road Section 15-03111-00-FP

A motion was made by Erbes, seconded by Hunter, to approve the Preliminary Engineering

Agreement Addendum #2Cora/Levee Road Section 15-03111-00-FP. The motion carried by

unanimous vote.

V. 17-2629 Bradley Township Request for Matching Funds for Loy School Road

A motion was made by Erbes, seconded by Endres, to approve the Bradley Township request

for matching funds for Loy School Road. The motion carried by unanimous vote.

Land Use & Economic Development

VI. 17-2630 Greater Egypt Regional Planning & Development Commission

Peterson shared an article from the Economic Development Administration that featured

Greater Egypt. She also informed the committee that the 1964 Comprehensive Plan for Jackson

County will be in the County Board office for a month for anyone to read if they want. Finally,

Peterson reported that the EDA has funding for coal related projects. She can get more

information if anyone is interested.

Berkowitz reported that she is planning to use the GIS funds to update their website so the

maps can be more easily accessed by citizens and to become ADA compliant. The monthly

maintenance fee will remain the same. She was giving the committee a heads up before

budget hearings.

VIII. 17-2632 Jackson Growth Alliance

IX. 17-2633 Noxious Weeds

Rendleman reported that he spoke with Dr. Bisset and to become in compliance the county will

need to appoint a Weed Superintendent. This person will be the point of contact for any

noxious weed complaints and will report them to the Department of Agriculture. The

committee coordinator was asked to follow up with SIU Plant and Soil Science professor to see

if there is any interest.

X. 17-2634 Comprehensive Plan

The committee is still collecting information. Erbes attended Leadership Academy and

indicated that he has information on Economic Development that he will bring to the August

meeting.

XI. 17-2635 River Levee Project Update

Peterson reported that the levee is still drying out and the river level will need to go down

about six feet before they can finish the work. Also, they are working with Greater Egypt to get

a loan to fix the pumps.

County Buildings & Grounds

Peterson reported that she is talking with the Sheriff to see about having a book shelf in the lobby of the courthouse for kids to get books and coloring books to take home.

XII. 17-2636 AGE Energy Contract

A motion was made by Mueller, seconded by Erbes, to approve the AGE Energy Contract as

amended subject to pricing. The motion carried by unanimous vote.

XIII. 17-2637 ICRMT Inspection Report

A motion was made by Hunter, seconded by Endres, to authorize and direct the Chair and

Sheriff to use maintenance to move and or dispose of as necessary the items in the control

panel room in the basement of the courthouse. The motion carried by unanimous vote.

XIV. 17-2638 Storage Needs for Circuit Clerk Office

Old Business

Peterson reported that she has not yet been to Burning Star number five but she would like see more advertising of the area to bring in more tourism.

New Business

Hunter asked the committee to switch the September meeting with the Finance & Administration meeting. The consensus of the committee is to move the meeting to Monday, September 11th at 5 pm.

Adjourn (6:00 PM)

Mueller moved and Erbes seconded to adjourn, motion carried.
