Mayor Steve Frattinicalled the meeting to order and asked Phillip Neurenberger, Herrin Church of Christ to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

Minutes of April 24, 2017 Meeting: Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the April 24, 2017 Council Meeting Alderman Shoemake, McGuire, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".
Treasurer's Report: Treasurer Carl Goodwin had nothing to report.
Budget Office: Carrie Cravens, Budget Director was absent from the meeting.
Codes: Codes Administrator Robert Craig stated that Williamson County will be holding a hazardous materials Recycling day this coming Saturday, May 13 from 8 a.m. to 3 p.m. at Aisin.
Public Works: Bill Sizemore, Chairman of the Public Works Committee stated spring cleanup was a success and there was Approximately 250 tons of debris picked up. Thank you to all the employees.
Tom Somers, Public Works Director stated that during the big rain event last weekend, the sewer plant building basement flooded. Estimate for repairs is $8,000-$10,000.
Public Improvement: Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.
Public Safety: Jimmie Loyd, Deputy Police Chief, stated that 5 golf carts/utv have been permitted. Mayor stated that the K-9 is back and working.
Shawn Priddy, Fire Chief stated they rescued some persons during the recent flood. He thanked Firefighter Bill Simmons for his boat use helping our residents.
David Shoemake, Chairman of the Public Safety Committee had nothing to report.
Finance: Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman McGuire, Miller, Kinley, Sizemore, Ruppel, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".
Insurance: Deon McGuire, Chairman of the Insurance Committee stated we are gathering employee information. He thanked everyone for the opportunity to serve this past year and this is one of the finest group he has ever served with. Mayor thank him in return for his selflessness.
Library Liaison: Marilyn Ruppel, Liaison for the Herrin City Library stated the summer reading program begins 6/1. List of June events are: 6/1 Art with Clink Wilkey, 6/8 Mad Science, 6/13 Outside Steam fair, 6/20 Movie and 6/29 Magic Storytelling.
Civic Center: Scott Kinley, Liaison for the Herrin Civic Center stated that they are gearing up for a very busy time. HJHS Musical 6/11, 12, 13; Rotary BBQ 5/12; Herrinfesta Italiana 5/22-5/29. A big thank you to Richard and his staff.

Agreement Shawnee Surveying & Consulting: Motion made by Alderman York, seconded by Alderman Ahlgren to approve Agreement with Shawnee Surveying & Consulting. The agreement has been updated to remove indemnity differences. Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel, Sizemore and Shoemake voted "Yea". None voted “Nay”.
Reappoint Adam Compton Herrin Police Pension Board: Motion made by Alderman Kinley to reappoint Adam Compton to the Herrin Police Pension Board for a term beginning May 9, 2017 and ending May 14, 2019. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".
Reappoint Bill Hatley Fire Pension Board: Motion made by Alderman Shoemake, seconded by Alderman Kinley to reappoint Bill Hatley to the Herrin Fire Pension Board for a term beginning May 1, 2017 and ending April 30, 2020. Alderman Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

Mayor: H.C.C.A. Fundraiser at the Elks Saturday, May 13 from 11-3. 40-45 Corvette clubs will be here.
May 18 from 4:30 to 6:30 p.m. the Brewer Foundation will have an open house and announce a sizeable Donation to their fund.
Animal control rescued out 80 animals last month.
May 19 is opening ceremonies at the park for HJBL.
Council: Alderman Sizemore had a request for stop signs on 16 Street at Pine St. Also had an inquiry Regarding our participation in sidewalks. We have no assistance program at this time.
Alderman York stated that the Farmer's Market is doing well and better than before. It is on Saturdays From 8-11 a. m. on the lot across from Les Marie Florist.
Public: Several residents were in attendance regarding the recent flooding in Cox Addition last Saturday. They Thanked the Fire Department for the rescue. They asked if there are any changes to be made or policy updates for culvert cleaning. There will be changes to be more responsive to immediate needs. Two homes were a total loss due to flooding. There were residents that have an estimated loss of $100,000 to remodel their home and it could have been prevented had the culvert been cleaned out.
