Board of Trustees Regular Meeting

March 12, 2017

President John Evans called the first regular meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Eric Schuler, seconded by Tony Rushing, to dispense with the reading of the minutes and to approve the minutes of the regular meeting and the Public Safety Committee meeting. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to approve the February expense report. Motion carried.

Motion made by Tim Cochran, seconded by Tony Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Tim Cochran – Yes; Eric Schuler – Yes. Motion carried.

President John Evans reported that there were problems with the storm siren on February 28. The new siren would not work so they had to use the old siren. The power was shut off to the new siren, and the backup battery did not work. The new siren should be tested once a month on the first Tuesday of the month. The monthly testing had not occurred, and there was some question as to who should be testing it.

Motion made by Tony Rushing, seconded by Brian Gleason, to schedule the Wounded Warriors Project to collect donations at the four-way intersection on Saturday, April 15 with a rain date of Saturday, April 22, pending proof of insurance and registration with the Illinois Attorney General. Motion carried.

Motion made by Tony Rushing, seconded by Eric Schuler, to approve final Payment No. 4 to Haier Plumbing & Heating Inc. in the amount of $163,612.24 for work on Phase I – Water Main Replacement Project. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Tim Cochran – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Tim Cochran, to approve the final payment to J.T. Blankinship Inc. in the amount of $16, 228.89 for work on the Phase I – Water Main Replacement Project. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Tim Cochran – Yes; Eric Schuler – Yes. Motion carried.

Trustee Paulette Johnson explained that the Little League Park agreement was not yet ready. Discussion was tabled until the March 20 board meeting.

A Park Committee meeting was scheduled for Monday, March 20 at 6:30 PM.

Further discussion on Mosquito Authority services was tabled until the March 20 board meeting.

Motion made by Brian Gleason, seconded by Tony Rushing, to pass Ordinance 2017-2 regarding nuisances. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Tim Cochran – Yes; Eric Schuler – Yes. Motion carried.

Trustee Gleason reported that the Public Safety Committee is looking into posting the Village’s ordinance on the website. Jana Fann is looking for a web designer, because she does not have the capabilities of adding this feature to the website. She stated that the Village can get a CD of the Village’s Code of Ordinances from Illinois Codification Services for $60. The Village will purchase the CD after the annual update of the Code has been completed.

Trustee Paulette Johnson reported that Park Caretaker Chris Teft does not want to prepare the diamonds for ball games this year. She will put an ad in the paper at a later date.

Motion made by Tim Cochran, seconded by Brian Gleason, to pass Ordinance 2017-3 authorizing the sale of old fire hydrants. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Tim Cochran – Yes; Eric Schuler – Yes. Motion carried.

Trustee Eric Schuler reported that the budget meeting was rescheduled from March 7 to February 28 because of a conflict of schedule for Treasurer Dana Smith.

Fire Chief Chris Shelton entered the meeting. Since there was some confusion as to who should be responsible for testing the storm siren each month, Police Chief Ben Doan said he or his designated representative would test the siren each month. Fire Chief Shelton would be contacted if for some reason the Police Department could not test the siren. Chief Doan will check his codes tomorrow, March 7, which is the regularly scheduled day to test the siren. The Fire Department was going to make sure the battery backup was working.

Police Chief Doan also stated that the Police Department would keep a log recording the testing of the siren.

Trustee Tony Rushing reported that he had spoken with Mark Prince about the letter from the City of Carbondale asking to annex a parcel of the Village’s property into the City of Carbondale. Mr. Prince said that Carbondale does not want to purchase the property. They just want the Village to give it to them. The Board will wait for further investigation as to why the Village had the parcel of land to begin with, if there was a need for it, and what other options for selling it were available.

The next meeting will be held on Monday, March 20 at 7:00 p.m. at the Village Hall.
