The Jackson County Liquor Advisory Board met Aug. 24 to review the classification of bed and breakfasts.

Approval of Minutes
I. 16-0642 Approval of December 15, 2016 Special Meeting Minutes
A motion was made by S. Bost, seconded by O'Leary, to approve the December 15, 2015 Special
Meeting Minutes as presented. The motion carried by unanimous vote.
II. 16-0643 Approval of April 6, 2016 Minutes
A motion was made by S. Bost, seconded by O'Leary, to approve the April 6, 2016 minutes as
presented. The motion carried by unanimous vote.
III. 16-0646 Coyote Western Liquor License Application
The Board discussed the application for a liquor license from Coyote Western. Several concerns
were brought up; whether the classification was correct, possible liens against the owner and
what the ordinance says with relation to these items. O'Leary communicated his conversation
with the owner. The Board decided to deny the application at this time but discussed a path to
licensing for the establishment.
A motion was made by O'Leary, seconded by S. Bost, to authorize the Commissioner to send a
letter to the owner outlining the reasons for denial at this time and a request for further
information. The motion carried by unanimous vote.
IV. 16-0645 Bed & Breakfast Liquor Classification
The Board discussed the issues presented by the State's Attorney's office with regard to a liquor
license for Bed & Breakfast establishments. The board considered and made suggestions for
the following items:
1. Who can be served- "Registered guests or invitees" with the possibility of including language
limiting the number of guests, i.e. not to exceed maximum capacity of establishment or
sanitation limits, not to exceed 10 in number
2. Time of service- 8am to Noon and 3pm to 11pm
3. Cost of license- $350 with no additional costs for outdoor areas
4. Classification of license- Class L
5. Definition of a Bed & Breakfast to be included in the Liquor Ordinance
The advisory board requested that the State's Attorney's office draft appropriate language for
the liquor ordinance and the bed & breakfast ordinance to allow bed & breakfast's to obtain a
liquor license.

A motion was made by S. Bost, seconded by O'Leary, to approve recommendation to create a
new liquor license classification-Class L-for Bed & Breakfast establishments with a license fee of
$350, with wording to be drafted by the State's Attorney's office and presented to the
Legislative & Public Safety Committee. The motion carried by unanimous vote.
V. 16-0644 2017 Liquor License Application Form
The Board reviewed the updated liquor license application presented by the Committee
Coordinator. They decided that the new Bed & Breakfast classification will need to be
added. Also, the advisory board discussed clarification of section M to include language that
states "owner/operator applicant and manager/supervising agent".

Commissioner Rendleman brought up the idea of creating a temporary license application for special events like the upcoming
Eclipse. The Board discussed this idea and decided that the current temporary license procedures are the best way to go, but
advised that the information about the application process should be listed on the website and discussed at Eclipse committee
meetings.
