Call to Order (4:10 PM)

Members Present: Bishop, Curkin and Singleton

Members Absent: Frick and Reynolds

Also Present: Dan Brenner, Rebecca Blomer

Approval of Minutes

I. 16-0753 July 27, 2016 Minutes

A motion was made by Curkin, seconded by Bishop, to approve the July 27, 2016 minutes as

presented. The motion carried by unanimous vote.

II. 16-0754 Zito Media Franchise Renewal Request, Evaluation and Renewal Process Discussion

The commission discussed the draft franchise agreement with Zito Media that was prepared by

the State's Attorney's office. Mr. Brenner informed the committee that he updated the privacy

policy section to adhere to current laws and put current dates in the agreement. The

commission discussed their desire for a local customer service center. There are concerns that

the current number of Zito Media customers is not enough for the company to justify having a

local office. The commission decided to request that Mr. Brenner add a section that requires

Zito Media to open a local customer service office once they reach 3000 subscribers in the

county. The commission then requested that Mr. Brenner send the agreement with the

proposed addition to the Zito Media for their review. The commission also discussed some

customer complaints and decided that they will not make a final decision until the complaints

are handled.

A motion was made by Curkin, seconded by Bishop, to approve recommendation to have the

State's Attorney office send the proposed franchise agreement to Zito Media with the

suggested change and allow 60 days for a response. The motion carried by unanimous vote.

Bishop moved and Curkin seconded to adjourn, motion carried. The next meeting will be on December 7, 2016 at 4pm.
