State Representative Paul Jacobs announced on March 10 that he is sponsoring legislation aimed at reviewing and improving the affordability and competitiveness of Illinois’ higher education system.
The proposed measure, House Bill 5037, would require the Illinois Board of Higher Education to examine the factors contributing to rising costs at state universities. The board would then be tasked with developing a comprehensive ten-year plan focused on ensuring long-term competitiveness and sustainability for public universities in the state. This plan would include evaluating affordability, aligning state funding with educational outcomes, and supporting economic and workforce objectives.
Jacobs said, “Throwing more money at our problems in the State of Illinois will not solve our problems. We need to develop a comprehensive plan to determine the root causes of rising costs to higher education in Illinois. We want to make education more affordable and competitive.”
Illinois currently provides an average of $24,562 per student in state funding for four-year public universities, which is the second highest amount nationwide and more than double the national average. Despite this level of support, tuition rates for in-state students remain among the most expensive in the country.
Jacobs was elected as a Republican representative for Illinois’ 118th House District in 2023, succeeding Patrick Windhorst according to available information.
