The proposed legislation outlines specific requirements for facilities where abortions are performed. It mandates that a physician or qualified person offer women seeking an abortion after eight weeks of gestation the chance to receive and view an ultrasound of their unborn child. This must occur before any part of the abortion is performed or induced and before any anesthesia or medication is administered. The act includes exceptions in cases of medical emergencies as determined by the attending physician.

The bill also contains a severability provision and would take effect immediately upon passage.
