A. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:

1.THE MINUTES FROM THE DECEMBER 17, 2025 CITY COUNCIL MEETING

2.THE ACCOUNTS PAYABLES DATED DECEMBER 31, 2025

3.APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A BILLER ORDER FORM WITH INVOICE CLOUD This biller order form is the result of Staff’s request for Invoice Cloud to create a payment type in Invoice Cloud labeled “Golf Cart Permits”. There is no additional cost to the City and the terms (such as service fees to make a payment online) are the same as the other payment types within Invoice Cloud. Creating this new payment type would ease the process of issuing golf cart permits by separating the payment type from building permits.

VII. NEW BUSINESS

A. APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH MARCO TECHNOLOGIES,LLC, NOT TO EXCEED $9,512.80

The City is in need of replacing its phone system from 2015 that is no longer supported. After evaluating various options, Staff determined that a Microsoft Teams cloud-based system solution was the most cost effective while also taking advantage of more current technology. This system will allow the City to consolidate into a managed system combining City Hall, the Police Department and Public Works Department systems. It will feature an auto attendant and call queue allowing calls to be routed to the correct department or person. Further, it will allow calls and connectivity in the field while currently, calls can only be answered or a desk phone. Staff budgeted $50,000 for this upgrade based on 2015 IT and hardware costs. However, with going with a cloud-based system, this switch came in significantly under budget at $9,512.80. The licensing upgrades required will be slightly less than the current monthly bill cost for the City’s land line phones.

B. APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH KLUBER ARCHITECTS AND ENGINEERING FOR A HVAC FEASIBILITY STUDY, NOT TO EXCEED $9,750.00

City Hall’s HVAC system utilizes both chillers and boilers to heat and cool 16,000 square feet of space. The chillers are part of the original system from 1968 while one boiler was replaced in 2025 due to failure. Due to the age of the system and the frequency of recent emergency repairs, Public Works is recommending that the City work with Kluber Architects and Engineering to assist with planning and a study phase to replace the HVAC System. This allows the firm to determine the most cost-effective design for replacing the HVAC System. An HVAC study is a budgeted capital expense for 2026.
