City of Genoa City Council met Jan. 21.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:33pm followed by roll call. Aldermen Wesner, Pulley, Stage, Braheny, Gudeman and Roca were present. Alderman Winter was absent. Quorum present.

Mayor Brust led the pledge of allegiance.

OLD BUSINESS – None

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-4 within the consent agenda, seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Pulley, Stage, Braheny, Gudeman and Roca voted yes. Motion carried.

1. THE MINUTES FROM THE JANUARY 7, 2026, CITY COUNCIL MEETING

2. THE ACCOUNTS PAYABLES DATED JANUARY 15, 2026, TOTALING $165,563.40

3. A RESOLUTION PROVIDING FOR THE RETIREMENT OF CERTAIN MUNICIPAL INDEBTEDNESS BY THE USE OF MOTOR FUEL TAX FUNDS

4. A RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE NEW BUSINESS:

APPROVE AND AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO PURCHASE AND EXECUTE A CONTRACT FOR A FUEL MANAGEMENT SYSTEM FROM OIL EQUIPMENT COMPANY, NOT TO EXCEED $18,360.87

Alderman Wesner made a motion to approve and authorize the Director of Public Works to purchase and execute a contract for a Fuel Management System, seconded by Alderman Pulley. There was some discussion on the current fuel management system and why it needs to be replaced. No further discussion. Aldermen Wesner, Pulley, Stage, Braheny, Gudeman and Roca voted yes. Motion carried.

APPROVE AND AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO PURCHASE A SMALL ARTICULATED LOADER AND ASSOCIATED ATTACHMENTS FROM ATLAS BOBCAT OF DEKALB NOT TO EXCEED $78,273.01

Alderman Gudeman made a motion to approve and authorize the Director of Public Works to purchase a small articulated loader and associated attachments, seconded by Alderman Stage. There was a brief discussion on the specifics of the loader such as what attachments it comes with and the warranty. No further discussion. Aldermen Wesner, Pulley, Stage, Braheny, Gudeman and Roca voted yes. Motion carried.

APPROVE AND AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO PURCHASE A MINI EXCAVATOR FROM ATLAS BOBCAT OF DEKALB NOT TO EXCEED $59,396.12

Alderman Braheny made a motion to approve and authorize the Director of Public Works to purchase a mini excavator, seconded by Alderman Roca. No further discussion. Aldermen Wesner, Pulley, Stage, Braheny, Gudeman and Roca voted yes. Motion carried.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures let the council know that they have started the audit process for fiscal year 2025-2. She also announced that the final fieldwork for the audit will be the last week of her employment and she will be working with the auditors to get that completed before she leaves. She also announced that the aldermen all received fiscal year 2025 reports through December 31st, however, these reports will change over the next couple of months as the final revenues and expenditures for 2025 are calculated in.

PUBLIC WORKS:

Public Works Director Smith reported that they had responded to three snow and ice control events over the last week, with more to come over the next several days. Despite the weather, there were no accidents in city limits, which reflects their work to keep the streets plowed and salted. He also announced that they had their kickoff meeting for the pedestrian bridge rehabilitation project and bid opening for the micro surfacing project and wastewater dichlorination system project will take place next week. Additionally, they have their water system kickoff meeting as well as a wastewater master plan meeting coming up.

POLICE:

Chief Hathcoat had no report.

ADMINISTRATION:

City Administrator Seguss had no report.

ANNOUNCEMENTS – Mayor Brust announced that the city is currently in the process of negotiating the police contract that is up in April so there will likely be executive sessions about terms and conditions of the contract in the near future.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 6:43pm.
