City of Genoa City Council met Feb. 4.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Pulley, Braheny and Roca were present. Alderman Stage, Winter and Gudeman were absent. Quorum present with Mayor Brust also voting.

Mayor Brust led the pledge of allegiance.

OLD BUSINESS – None

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-4 within the consent agenda, seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

1. THE MINUTES FROM THE JANUARY 21, 2026, CITY COUNCIL MEETING

2. THE ACCOUNTS PAYABLES DATED JANUARY 31, 2026, TOTALING $140,442.40

3. A RESOLUTION AUTHORIZING A TEMPORARY ROAD CLOSURE FOR THE GENOA-KINGSTON HIGH SCHOOL HOMECOMING PARADE

4. APPROVE WRITING-OFF $1,712.40 IN UTILITY BILLING ACCOUNTS THAT HAS BEEN REPORTED TO COLLECTIONS

NEW BUSINESS:

APPROVE AN ORDINANCE ANNEXING THE GENOA TOWNSHIP PARK DISTRICT PROPERTY LOCATED NORTH OF CHAMBERLAIN PARK TO THE CITY OF GENOA

Alderman Wesner made a motion to approve an ordinance annexing the property to the City of Genoa, seconded by Alderman Braheny. Paul Bafia came before the council from the Genoa Township Park District and announced that they had received a $600,000 grant to go towards the expansion of the park. He went over the future plans that they have for the property and the timeline of when it should all be done. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

APPROVE AN ORDINANCE GRANTING ZONING UPON ANNEXATION TO AG – AGRICULTURAL DISTRICT FOR THE GENOA TOWNSHIP PARK DISTRICT PROPERTY

Alderman Pulley made a motion to approve an ordinance granting zoning for the property, seconded by Alderman Wesner. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

APPROVE AN ORDINANCE AMENDING TITLE 6, CHAPTER 2, STOPPING STANDING, AND PARKING, OF THE CITY CODE OF THE CITY OF GENOA

Alderman Braheny made a motion to approve an ordinance amending Title 6 Chapter 2 of the City Code of the City of Genoa, seconded by Alderman Roca. There was some discussion on whether the change would affect older properties with gravel driveways. City Administrator Seguss explained that since these are grandfathered into the UDO, they will not be affected. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

APPROVE A PROPOSAL FROM AIS INTERNATIONAL, INC. TO UPGRADE NETWORK SWITCHES AT CITY HALL AND THE PUBLIC WORKS BUILDING, NOT TO EXCEED $20,149

Alderman Pulley made a motion to approve a proposal from AIS International, INC, seconded by Alderman Roca. Chief Hathcoat explained that the city phone system is currently so old that the network switches need to be upgraded in order to install the new phone system. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE TASK ORDER #8 FOR CONSTRUCTION ENGINEERING SERVICES WITH EEI, NOT TO EXCEED $34,996

Alderman Roca made a motion to approve and authorize the mayor to execute task order #8 with EEI, seconded by Alderman Wesner. There was some discussion on how much will be paved to which Public Works Director Smith told the council it will be the entire Willow Glen subdivision minus Redwood and Hawthorne. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

AWARD A BID AND AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH AC PAVEMENT STRIPING COMPANY FOR THE 2026 MICROSURFACING PROJECT, NO TTO EXCEED $531,256.80

Alderman Pulley made a motion to award a bid and authorize the mayor to execute an agreement with AC Pavement Striping Company, seconded by Alderman Wesner. There was some discussion on the other bids that came in and prior knowledge of the company. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH SAFE STEP LLC FOR SIDEWALK TRIP HAZARD REMOVAL IN AN AMOUNT NOT TO EXCEED $20,000

Alderman Braheny made a motion to authorize the mayor to execute an agreement with Safe Step LLC, seconded by Alderman Roca. Public Works Director Smith explained that this is year 2 of the 5-year trip hazard removal plan and would primarily be used for sidewalks north of IL 72. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

DISCUSS AND REJECT ALL BIDS FOR THE WASTEWATER TREATMENT FACILITY DICHLORINATION FEED SYSTEM

Public Works Director Smith explained to the council that the city only received one bid for this project, and it was three times the engineer’s estimate. Due to this being such a drastic difference, Smith is recommending the city act as the general contractor for the project and do some work internally while hiring others for the work they can’t do. This would lower the projects cost from nearly $300k to just under $100k. The council was given a project overview of what needs to be done, timeline, and what will need to be outsourced. There was some discussion on what work this would be taking Public Works employees away from to complete it and Smith explained that the work employees are being pulled from is GIS integration. This work isn’t time sensitive and pushing it further down the line will not affect residents or the department. No further discussion. Alderman Wesner made a motion to reject all bids for the wastewater treatment facility dichlorination feed system, seconded by Alderman Roca. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures let the council know that she had no report.

PUBLIC WORKS:

Public Works Director Smith let the council know he will be meeting with a company to discuss the scope of work for the route 72 rail feasibility study. The council will get a proposal after the scope of work is completed. Smith also let the council know that there was a water main break at the end of January on one of the days with -40-degree wind chills. Public Works employees were able to repair this break within 3 hours and did so with a live water main to ensure residents were never without water.

POLICE:

Chief Hathcoat gave an update on an event occurring at the Genoa-Kingston High School on February 5th. He explained there are several other agencies coming to assist to ensure a safe environment for all attendees, families, visitors, etc.

ADMINISTRATION:

City Administrator Seguss had no report but expanded on the change to Title 6 Chapter 2 that was previously approved.

ANNOUNCEMENTS – None

CLOSED SESSION

Alderman Wesner made a motion to enter into closed session for the purpose of reviewing the minutes of the previous closed session, for the purpose of discussing collective bargaining as provided for in 5 ILCS 120/2(c)(2) and for the purpose of discussing the sale of public real

estate, seconded by Alderman Pulley. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust voted yes. Motion carried.

RECONVENE REGULAR SESSION

Alderman Braheny made a motion to reconvene the regular session, seconded by Alderman Roca. No further discussion. Aldermen Wesner, Pulley, Braheny, Roca and Mayor Brust vote Motion carried.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:35pm
