3.APPROVE AN ADDENDUM TO THE CITY’S URBAN FORESTRY MANAGEMENT PLAN
From time to time, the City is required to review and update its Urban Forestry Management Plan to maintain Tree City USA status. The City’s Forester has prepared an addendum to the Management Plan providing updates such as changes in the composition of the City’s tree canopy, number of trees removed, acres of invasive species cleared, trees planted, etc.
4.AN ORDINANCE AMENDING TITLE 9, CHAPTER 1, BUILDING CODES, SECTION 1 OF THE CITY CODE OF THE CITY OF GENOA
The State of Illinois recently updated its amendments to the 2021 International Energy Conservation Code, which was adopted by the City in 2024 and are commonly referred to as the Illinois Energy Code. To ensure that contractors are aware and projects are built to code, the attached ordinance amends the City’s Code to adopt the current edition of the Illinois Energy Code.

A. SWEAR IN POLICE OFFICER BROOKE PANTTILA
B. RECOGNITION OF EMPLOYEES WITH MILESTONE ANNIVERSARIES IN 2025
C. AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH FEHR GRAHAM ENGINEERING FOR DESIGN AND CONSTRUCTION ENGINEERING SERVICES FOR THE PEDESTRIAN BRIDGE REHABILITATION PROJECT, NOT TO EXCEED $32,200
Following an inspection of the pedestrian bridge at Carroll Memorial Park, several repairs needed were identified. Estimates for repairs amount to $100,000. To do these repairs, designs need to be drafted, the project needs to be bid, and the work needs to be inspected. Fehr Graham is knowledgeable on large scale projects, including bridge repairs, and has a good working relationship with the City. This was a budgeted expense in FY 2026.
D. AUTHORIZE THE MAYOR TO EXECUTE TASK ORDER #7 WITH ENGINEERING ENTERPRISES INC FOR DESIGN AND CONSTRUCTION ENGINEERING SERVICES FOR THE 2027 ROAD RESURFACING PROGRAM, NOT TO EXCEED $54,990
Following evaluation of all City streets, City Staff and E.E.I developed a 5-year Road Resurfacing Program. This program prioritizes roadway segments based on condition, cost-effectiveness, and long term maintenance planning, ensuring that available funding is invested strategically to extend the overall life of the City’s transportation network. Construction for year 1 of the program is set to begin in 2027, with .5 miles of streets to be resurfaced. This area includes portions of North and South Emmett Street, North Sycamore Street, North Monroe Street, West Railroad Avenue, and North Genoa Street. The engineering costs were budgeted for in Fiscal Year 2026 with construction costs in 2027. In 2027, construction costs for Year 1 projects will be budgeted as well as Year 2 engineering costs.
E. AUTHORIZE THE MAYOR TO EXECUTE TASK ORDER 6 WITH ENGINEERING ENTERPRISES INC (EEI) FOR DEVELOPMENT OF A RISK AND RESILIENCE ASSESSMENT AND EMERGENCY RESPONSE PLAN
The United States Environmental Protection Agency requires that water systems that supply water to more than 3,300 people complete a Risk and Resilience Assessment (RRA) and an Emergency Response Plan (ERP) under the America’s Water Infrastructure Act. The RRA will evaluate potential risks to the City’s drinking water infrastructure, such as natural hazards, cybersecurity threats, physical security vulnerabilities, and operational risks. The ERP will outline response procedures, communication protocols, and recovery strategies to ensure continuity of service and protection of public health in the event of an emergency. This was a budgeted expense in FY 2026.
