City of Carbondale City Council met Sept. 11.

City Council Retreat

Members present

Councilmember Dawn Roberts, Councilmember Brian Stanfield, Councilmember Nathan Colombo (9:03 a.m.), Councilmember Clare Killman (9:10 a.m.), Councilmember Adam Loos, Councilmember Nancy Maxwell, and Mayor Carolin Harvey

Meeting called to order at 9:01 AM

The Retreat is a public meeting where the City Council members discuss policy matters in a less formal setting; this Retreat was held at Fire Station 2, 401 North Glenview Drive, Carbondale.

2. Review and Prioritize Strategic Initiatives

Discussion: 2.1 Review and Prioritize Strategic Initiatives in Support of Vision 2030

There was discussion about the Vision statement, how reasonable and achievable the goals identified in the statement are within the timeframe identified, as well as issues with other specific language utilized.

As the Goals were reviewed, Councilmembers identified achievements and work accomplished towards the strategic initiatives for each of the goals; Staff identified similar accomplishments. Councilmembers also noted their personal prioritization of specific strategic initiatives on an individual basis.

There was a brief break at 11:45 a.m. until noon, followed by a working lunch.

Possible additions to the strategic initiatives included working with Champion Community Investments for microloans to Carbondale residents for Carbondale businesses, increasing low income housing, rewording the preamble to the vision statement, helping to establish a film and television workforce training program, funds for commercial studio development in Carbondale, assisting not-for-profit organizations identify tools and funding sources, writing grants, etc., and looking at a homelessness taskforce. There was a discussion about differing viewpoints on homelessness and data pertaining to their needs and circumstances, as well as resources.

Finance Director Davis reviewed a presentation on the municipal finances. Council discussed revenue sources and alternatives. There was discussion about setting a tiered capitalization policy for different types of expenditures.

There being no further business to come before the City Council, the meeting was declared adjourned at 2:49 p.m.
