The regular meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, November 13, 2025, at 6:00 p.m.
Upon roll call, the following members were present:

Approval of Minutes: Motion by Swims, seconded by Robinson, to approve the minutes of the regular meeting of October 16, 2025. Roll call: Flowers, Frazier, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.

2025 School Board Members Day: In honor of School Board Members Day on November 15, 2025, Dr. Booth recognized the Board members for their dedicated leadership in education and continuing service to the children of this community.
FOIA Requests: The Board received a listing of the FOIA Requests received to date.
Payment of Bills: Motion by Robinson, seconded by Flowers, to pay the remaining bills for the month of October 2025; and, those available for payment for the month of November 2025. Roll call: Frazier, Robinson, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.
Principal’s Report: Mr. Thomas reported on the November activities occurring on campus.

October Student Attendance Reports: The Board received the October Student Attendance Reports.
2025 School Report Card Review: Lena Dierks did a PowerPoint presentation for the Board on the 2025 School Report Card.
Member Left Meeting and Returned: Member Swims left the meeting at 6:40 p.m. and returned at 6:42 p.m.
2026-27 Curriculum Proposals: Motion by Flowers, seconded by Swims, to approve the 2026-27 curriculum proposals for AP African American History, AP English Literature and Composition, and Studio Sculpture as presented. Roll call: Robinson, Swims, VanWinkle, Flowers and Frazier voted yes. Nay, none. Motion carried.

2025 Tax Levy Resolution: Ray Toliver, Jr. did a PowerPoint presentation on the 2025 Tax Levy.
Motion by Swims, seconded by Robinson, to approve the Resolution Regarding the Estimated Amounts Necessary to Be Levied for The Year 2025 to be adopted at the December 18, 2025, Board of Education meeting. Roll call: Swims, VanWinkle, Flowers, Frazier and Robinson voted yes. Nay, none.
Closing of District Offices During Winter Break: Motion by Robinson, seconded by Swims, to approve the closure of all district offices during Winter Break 2025-26 as presented. Roll call: VanWinkle, Flowers, Frazier, Robinson and Swims voted yes. Nay, none. Motion carried.
IASB PRESS Issue 120 Board Policy Manual Updates—First Reading: The Board received IASB PRESS Issue 120 Board Policy Manual updates for first reading. The second reading/adoption of the IASB PRESS Issue 120 Board Policy Updates will occur at the December 18, 2025, Board of Education meeting.
FY26 School Maintenance Project Grant: Motion by Robinson, seconded by Frazier, to submit the FY26 School Maintenance Project Grant application as presented. Roll call: Flowers, Frazier, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.
Resolution Transferring Moneys from the Education Fund to the Debt Service Fund: Motion by Flowers, seconded by Swims, to approve the Resolution Transferring Moneys from the Education Fund to the Debt Service Fund in an amount not to exceed $1,100,100.00, as presented. Roll call: Frazier, Robinson, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.
Resignation: Motion by Frazier, seconded by Robinson, to accept the resignation of Julia Howell, a cook, effective November 14, 2025, as presented. Roll call: Robinson, Swims, VanWinkle, Flowers and Frazier voted yes. Nay, none. Motion carried.
Interim Maintenance Director Appointment: Motion by Swims, seconded by Robinson, to appoint Ray Toliver Jr., Chief School Business Official, as the interim Maintenance Director, effective December 1, 2025-June 30, 2026, with a $3,000.00 monthly stipend as presented. Roll call: Swims, VanWinkle, Flowers, Frazier and Robinson voted yes. Nay, none. Motion carried.
Employment of Maintenance Technician Personnel: Motion by Swims, seconded by Frazier, to employ the following Maintenance Technician personnel at the rate of $19.50 per hour for the 2025-26 school year: David Fuller and Khaled Skaf. Roll call: VanWinkle, Flowers, Frazier, Robinson and Swims voted yes. Nay, none. Motion carried.
Employment of Hall Monitor: Motion by Swims, seconded by Robinson, to employ Brynn Rogers pending receipt of her Illinois Paraprofessional Educator License, as a Hall Monitor, at the rate of $16.25 for the 2025-26 school year. Roll call: Flowers, Frazier, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.
Employment of 2025-26 Extra-Duty Personnel: Motion by Flowers, seconded by Swims, to employ the following 2025-26 extra-duty personnel as presented:

Employment of 2026-27 Mathematics Teacher: Motion by Frazier, seconded by Swims, to employ Kristin Cohen as a full-time Mathematics Teacher for the 2026-27 school year. Ms. Cohen’s education and experience will place her at Line 4, Column MA/MS+12 on the 2026-27 Teacher Salary Schedule. Roll call: Robinson, Swims, VanWinkle, Flowers and Frazier voted yes. Nay, none. Motion carried.
2025-26 Volunteers: Motion by Swims, seconded by Robinson, to approve the following 2025-26 wrestling coach volunteers: Aiden Taylor, Jared Ragan and Dennis Ragan. Roll call: Swims, VanWinkle, Flowers, Frazier and Robinson voted yes. Nay, none. Motion carried.
