Village of De Soto Board of Trustees met Nov 6.

Here are the minutes provided by the board:

President Eric Schuler called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Tony Rushing, seconded by Cristy Desormeaux, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to approve the October expense report. Motion carried.

Motion made by Rachel Alstat, seconded by Tony Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

The renewal premium for the current employee health insurance policy with Blue Cross Blue Shield went down $82 per employee for a policy decrease of $494.52 per month. The premium for plan ID G532BCE will be $5,588.88 per month. This plan is effective from January 1, 2024 through December 31, 2024. The employee dental and life insurance plan with Guardian Life Insurance Co. renews November 1, 2023 through October 31, 2024. The annual premium remains the same as last year at $2,536.00.

Motion made by Tony Rushing, seconded by Brian Gleason, to renew the employee health insurance plan with Blue Cross Blue Shield and the dental and life insurance plan with Guardian Life Insurance Co. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

President Eric Schuler reported that there is mold in the basement at the park house. There was a cost estimate from Majestic Enterprise. Leroy Miles advised the Board to hire someone who has a retreatment plan. The Board decided they wanted to get more estimates before proceeding.

Motion made by Tony Rushing, seconded by Brian Gleason, to table discussion on the mold treatment to get further quotes. Motion carried.

Motion made by Tony Rushing, seconded by Rachel Alstat, to approve the application from Rachel Grasher to install a water tap at 19 Halleran Lane. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to purchase a Christmas tree for Christmas at the Gazebo for up to $300.00. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Past practice has been to ask the students at De Soto Grade school to make ornaments for the tree. The Village reimbursed the teachers for some of the cost.

Motion made by Cristy Desormeaux, seconded by Rachel Alstat, to reimburse each classroom up to $20.00 for the cost of making ornaments for the Gazebo tree. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

President Schuler said there was a great turnout and a good time for the park Halloween Party and Hayride even though it was cold and rainy. The hayrides were canceled due to rain.

The next village board meeting will be held Monday, November 20, 2023, at 7:00 PM at the village hall.
