Village of De Soto Board of Trustees met Oct. 16.

Here are the minutes provided by the board:

President Eric Schuler called the second regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Absent: Paulette Johnson

Motion made by Tony Rushing, seconded by Jennifer Morgan, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Cristy Desormeaux, seconded by Brian Gleason, to approve the September revenue report. Motion carried.

Motion made by Tony Rushing, seconded by Rachel Alstat, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Tom Manis expressed his concern about the proposed sidewalk on East Douglas Street being on the north side of the street. Trustee Cristy Desormeaux explained that she was waiting to hear from Village Engineer Harold Sheffer with information regarding the proposed plan for the sidewalk. Mr. Manis said the majority of the easement is on the south side of the road. He also said that he does not want the sidewalk in his front yard because he had recently spent almost $3,000 to repair the ditch from the sewer line from about 8 years ago. Trustee Desormeax will schedule a Street Committee meeting to discuss all of these issues when Mr. Sheffer gets back with her.

Bill Cain asked about the status of the Phase IV Watermain Replacements Project. Trustee Tony Rushing explained that the Village is waiting for the funds to be distributed to start the project. The Federal has released the funds to the state, but the state has not distributed the funds for individual projects. Trustee Rushing said that once the funds are released, it will take some time to start construction because of the bidding process, etc. Hopefully, the project will be started early next year.

Motion made by Rachel Alstat, seconded by Tony Rushing, to approve the amended contract with Frank Sanders of Environmental Waste Water increasing his fee to $700 per month for operator services and testing fees. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

The next village board meeting will be held Monday, November 6, 2023, at 7:00 PM at the village hall.

Motion made by Tony Rushing, seconded by Jennifer Morgan, to adjourn at 7:14 PM. Motion carried.
