Jackson County Legislative and Public Safety Committee met March 9

Call to Order (5:00 PM)

Members Present: Basden II, Calandro, Comparato, Erbes, Scott and Snyder

Members Absent: Morris

Also present: Bart Hagston, Orval Rowe, Kenton Schafer, Sharee Langenstein, Jennifer Lindsey

Approval of Minutes

I. 21-5811 Approval of February 9, 2021 minutes

A motion was made by Erbes, seconded by Snyder, to approve the February 9, 2021 minutes as presented. The motion carried by the following vote:

Yes: 6 - Basden II, Calandro, Comparato, Erbes, Scott and Snyder

Absent: 1 - Morris

Animal Control

II. 21-5812 Animal Control Monthly Update

The County Administrator gave an update on what the Animal Control Officer has been working on. These items included continued efforts on creating a disaster committee, working with local vets to create rabies clinics that will be one weekend a month from spring to fall, and completion of Animal Control Officer Certification training.

Health Department & Solid Waste

III. 21-5813 Jackson County Health Department

Hagston gave a Health Department update which consisted of Covid-19 information. He noted that mass vaccinations continue in the County and that the Health Department is working with the Illinois National Guard to help with the vaccination clinics. He noted that the vaccine clinics are currently open Monday thru Saturday from 9am to 8pm and are now offering all 3 approved vaccinations. Up to 1,700 people can be vaccinated per day. These vaccination sites will continue to operate for a while. There is no set end date.

IV. 21-5814 Solid Waste Enforcement

Hagston reported the following: 7 open dumping site visits, 4 re-visits to existing sites, 3 new site visits, 1 site closing due to compliance, 3 citizen complaints, and 0 landfill inspections (an inspection will be done to verify the landfill has complied with the VN).

V. 21-5815 Solid Waste Fund Update

Hagston reported:

Current Month Solid Waste Fund Transactions:

Transfers: $9,707.84-Trash, Document Destruction & Medical Waste Disposal

Interest: $46.02

Deposits: $88,431.40

Current Month Household Hazardous Waste Fund Transactions

Transfers: $0

Interest: $2.18

Deposits: $0

Host Fee Deposited:

Deposits: $69,631.02

VI. 21-5816 Recycling Program

Hagston reported that the department is working on a possible June Household Hazard Waste event to be held in the SIU Arena parking lot.

Emergency Management

Rowe reported he had been working on the following:

Worked with the NWS-Paducah and County Highway Department with ground truth, resident warnings and updates using both NIXLE and EMA Facebook Page for both winter storms in February. (Sleet storm and 11" snow event)

Continued working with Health Department to acquire resources needed to support the two mass vaccination clinics in the County.

Continued assisting EMS Region V RHCC in acquiring resources needed to support the Illinois National Guard Strike Teams providing vaccinations to residents in the region.

Attended United States Army Corps of Engineers and Illinois Emergency Management Agency Spring Flood Preparedness meetings on Webex.

Attended Southern Illinois Airport Authority / Airport Emergency Plan review and annual response meeting on Webex. Continued supplying needed COVID-19 resources to County stakeholders.

Received Illinois Department of Transportation permit to install our NWS-StormReady signage at the entrance points of Jackson County on major highways.

Prepared for Jackson County/Carbondale Hazardous Materials Train Derailment Table Top Exercise for tomorrow at Health Department. If anyone would like a copy of the link to join, please email Orval.

Ambulance Service

VII. 21-5817 Ambulance Monthly Claims in the amount of $35,859.28

A motion was made by Comparato, seconded by Basden II, to approve the Ambulance Monthly Claims in the amount of $35,859.28. The motion carried by the following vote:

Yes: 6 - Basden II, Calandro, Comparato, Erbes, Scott and Snyder

Absent: 1 - Morris

VIII. 21-5818 Director's Report

Schafer reported the following:

Monthly Claims: $35,859.28

Accounts Receivable Cash: $324,493.72

Activity Report: 817 patient care reports for 799 incidents.

IX. 21-5831 Accept Bid for Bariatric Ambulance

A motion was made by Comparato, seconded by Scott, to approve bid for Bariatric Ambulance. The motion carried by the following vote:

Yes: 6 - Basden II, Calandro, Comparato, Erbes, Scott and Snyder

Absent: 1 - Morris

X. 21-5832 Accept Bid for 2 Regular Ambulances

A motion was made by Erbes, seconded by Snyder, to approve bid for 2 Regular Ambulances. The motion carried by the following vote:

Yes: 6 - Basden II, Calandro, Comparato, Erbes, Scott and Snyder

Absent: 1 - Morris

Legislative

XI. 21-5819 Review County By-Laws

The County Administrator and Basden noted the following changes that were up for discussion: Board member pay from $55 to $40, reduction of per diem to $1 in the event budgeted funds were exhausted, meeting packets being delivered electronically, and some misspellings under the Vice Chair duties section. Calandro suggested reviewing each item individually and giving each member a chance to comment, they began with the per diem reduction. When the committee got ready to vote, Langenstein reminded them that they have to vote the entire document up or down. The County Administrator pointed out that this would mean voting on the elimination of the board committees, which had not been discussed. It was the consensus of the committee to request the board staff to make the discussed changes and bring the document back to the April meeting.
