Jackson County Legislative and Public Safety Committee met June 12.

Call to Order (5:00 pm)

Members Present: Burke, Comparato, Larkin, Maxwell and Nehring

Members Absent: Mendoza, Jr. and Mueller

Approval of Minutes:

I. 18-3444 May 8, 2018 Minutes

A motion was made by Comparato, seconded by Maxwell, to approve the May 8, 2018 minutes as presented. The motion carried by unanimous vote.

Animal Control

Health Department & Solid Waste-

A. Jackson County Health Department

D. Recycling Program

A. Patrick began by informing the committee that she has begun working on the 2019 budgets with her department heads. The Health Department is continuing its work on the opioid crisis. She brought an example of the sharps containers that are available at the health department for needle disposal. Patrick gave statistics on the suicide rates in the state and specifically in Jackson County. Burke inquired about what the health department is doing to combat the suicide rate, working on community outreach and access to mental health services. Nehring asked about what the county board can do to help the health department, resources are always welcome and working with mental health agencies, the 708 Board and keep the conversation recovery focused.

B. Gale reported that staff completed 18 inspections or field visits at open dumping/burning sites; 13 were revisits; 2 revisits resulted in closure due to compliance being achieved; approximately 30 cubic yards of waste was removed from the environment; 3 citizen complaints were received.

C. Gale reviewed the Solid Waste Fund handout.

D. Gale informed the committee that the Household Chemical Collection took place and there were a total of 675 households; 85 households brought medication; 522 were Jackson County residents; 85 were Perry County residents.

Ambulance Service-

A. Payment of Ambulance Monthly Claims

B. Ambulance Director's Report

i. Accounts Receivable Cash

ii. Activity Report

A. Burke moved and Nehring seconded to pay the Ambulance monthly claims in the amount of $37,772.36, motion carried.

B. There is $273,649.51 in accounts receivable cash. There were 836 ambulance reports for 639 transports and 41 livery van transports.

Legislative-

II. 18-3445 Review of Polling Places

Reinhardt reported that due to the SIU Towers being shut down precinct 22 in Carbondale will need to be split and combined with other precincts. He suggested moving portions of 22 to precinct 25, precinct 21, and precinct 24. Rendleman asked if it will affect county board districts, it will not.

A motion was made by Comparato, seconded by Maxwell, to approve recommendation of changes to precinct 22 in Carbondale. The motion carried by unanimous vote.

III. 18-3446 Certification of Election Judges

A motion was made by Maxwell, seconded by Comparato, to approve certification of the election judges and alternate judges. The motion carried by unanimous vote.

Citizen Comments:

Larkin opened up citizen comments with a brief statement with how the county government operates and specifically the path of the discussion on the state gun bills. Then several citizens spoke to the committee about their stance on the second amendment, what a member of the Catholic Church believes with regard to guns, citizens listening to board discussions, and how they feel about their board representatives.

Comparato moved and Maxwell seconded to adjourn, motion carried.
