Johnston City Community Unit School District 1 Board met April 16.

Here is the minutes provided by the Board:

President Chris Cullum called the meeting to order and asked the clerk for the attendance roll call.

Roll Call:

Present: Chad Barras, Randy Brymer, John Etherton, Patti Martin, Greg Smiley, Keven Stroud, and Chris Cullum

Absent: None

Motion made by Randy Brymer and seconded by Keven Stroud to approve the consent agenda consisting of the following:

A. Approval of the Regular and Closed Session minutes for the March 19, 2018 regular meeting and the Regular and Closed Session minutes for the April 13, 2018 special meeting;

B. Approval of the Treasurer’s Report;

C. Approval of the Bills for Payment;

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by Randy Brymer and seconded by Chad Barras to approve and adopt the second reading of the Press Policy Updates as presented.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Mrs. Patti Kirkpatrick, Director of Finance and Accounting, presented the Board with the bid for transportation that was submitted. Illinois Central School Bus Company was the only bidder. The bid that was submitted was $447,900 for the bid specifications that the District requested. They also submitted two alternate bids. Alternate Bid 1 was in the amount of $379,000 and for the supervisor to be in the office for 20 hours per week and to drive 20 hours per week with one spare bus to be kept on the lot. Alternate Bid 2 was in the amount of $361,500 and for the supervisor to be in the office for 20 hours per week and to drive 20 hours per week, mechanic only 5 hours/week, one spare bus to be kept on the lot, and all 2019 buses.

Motion made by Randy Brymer and seconded by Keven Stroud to accept the Alternate Bid 2 in the amount of $361,500 from Illinois Central School Bus for the District transportation contract.

Motion Carried.

Mrs. Kathy Clark, Superintendent, informed the Board of two Freedom of Information Act (FOIA) requests that the unit office had received and the responses.

Motion made by Greg Smiley and seconded by Keven Stroud to move the regular May Board meeting to Thursday, May 17, 2018.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by Chad Barras and seconded by John Etherton to approve the out of state trips for the High School Cheerleaders to St. Louis Zoo in St. Louis, MO on April 28, 2018, High School and Middle School Band and Chorus to Holiday World in Santa Claus, IN on May 30, 2018, and the High School Business Club to the West County Mall in Des Peres, MO on April 27, 2018.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by Greg Smiley and seconded by Randy Brymer to approve the Law Enforcement Memorandum of Understandings with Williamson County Sheriff’s Office and the Johnston City Police Department.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by Keven Stroud and seconded by Greg Smiley to approve the Memorandum of Understanding with the Johnston City Education Association.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by Randy Brymer and seconded by Chad Barras to accept the resignation of Ashley Fowler as High School Pom Pon Sponsor and to post the position.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by Keven Stroud and seconded by Greg Smiley to accept the non-certified staff evaluations as presented.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by John Etherton and seconded by Keven Stroud to employ Scott Burzynski, Todd Page, and Josh Pietrantoni as summer driver’s education instructors.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by Chad Barras and seconded by Randy Brymer to post the summer credit recovery position.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Motion made by Keven Stroud and seconded by Greg Smiley to the School Improvement Plan Summaries as presented.

Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion Carried.

Mrs. Clark informed the Board that the district is receiving our funding for State Aid. She also informed the Board that the District has received the Healthy Communities Grant that has allowed the district to provide tutoring in every building.

Motion made by Greg Smiley and seconded by Keven Stroud to adjourn the meeting at 7:51 p.m.
