Illinois Heartland Library System Policy and Membership Committee met March 5.

Here is the agenda provided by the Committee:

Minutes of a Special Meeting held at Marion City Hall Thursday, February 5, 2018 at 6:30 P.M. The Pled to the American Flag was led by Mayor Rinella. Mayor Rinella called the meeting to order. The roll call response was as follows:

Physically Present: Commissioner Hightower, Commissioner Webb and Commissioner Goss and Mayor Rinella.

Absent: None.

Mayor Rinella stated this is a Special Meeting having given notice of the Special Meeting forty- eight hours prior to the meeting as stated in 05/ILCS 1202.02 with the reason for the Special Called Meeting being as follows:

1. Council approval of hiring Zach Holmes as Street Department Laborer to fill a vacancy.

2. Council approval of appointment of new Commissioner to fill vacancy created by appointment of Commissioner Anthony Rinella to Mayor upon the retirement of Mayor Robert L. Butler.

Commissioner Goss made a motion to approve the hiring of Zach Holmes as Street Department Laborer to fill a vacancy. Wages and benefits are as stated in the Laborers Local 773 Contract dated 2015-2019. Commissioner Hightower seconded the motion.

On Roll Call Vote Commissioners Hightower, Webb, Goss And Mayor Rinella Voted Yea.

The follow six individuals submitted letters of intent to be appoint Commissioner to fill the seat vacated by Commissioner Rinella. They are listed in order in which the letters were received: Doug Patton, Jack Reed, Buddy Sellars, Monte Blue, Dennis Andrew Ball, and Donald K. Holman.

Each individual was given five minutes (timed) to speak to the Council, giving information about himself, his background and what each thought he could bring and add to the Council. After each individual spoke, the council members asked the individuals questions.

After listening to each of the six individuals speak and answer questions. Mayor Rinella stated that all six individuals had made good presentations, but only one could be appointed. Commissioner Hightower stated Doug Patton was his choice, as Doug was always available and took time off from work to attend meetings, Commissioner Goss stated his appreciation for all who showed up, but his choice was Monte Blue. Commissioner Webb stated he appreciated everyone coming in. Mayor Rinella stated government is complex. It takes a lot o understanding of policies and all government activities. Mayor Rinella called for a motion. Commissioner Goss made a motion to appoint Monte Blue as Commissioner to fill the vacant seat. Commissioner Webb Seconded the motion.

On Roll Call Vote Commissioners Hightower, Webb, Goss And Mayor Rinella Voted Yea.

Commissioner Webb made a motion to adjourn the Special Meeting. Commissioner Hightower seconded the motion.

On Roll Call Vote Commissioners Hightower, Webb, Goss And Mayor Rinella Voted Yea.
