Marion City Council met May 22.

Here is the minutes provided by the Council:

Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council Chambers at City Hall May 22, 2017. Mayor Butler called the meeting to order at 6:30 P.M. The City Clerk was instructed to call the roll and the response was as follows:

Physically Present: Commissioners Rinella, Hightower, Webb And Goss And Mayor Butler.

Absent: None.

The minutes of the May 08, 2017 Regular Meeting were approved as presented.

Mayor Butler recognized Caleb Mayfield and Landon Owens. Marion High Students who won 2nd place at the State High School Bass Nation Fishing Tournament held at Lake Clinton, Clinton, IL., qualifying them to compete in the Bass Nation Fishing tournament to be held at Kentucky Lake in June. They will be competing against 175 other teams from across the country. Mr. Owens and Mr. Mayfield asked the Mayor and Commissioners for support for their trip to Kentucky Lake. Commissioner Goss made a motion to pledge $1,400.00 to help support their fishing competition. Commissioner Webb seconded the motion.

Mayor Butler extended his and the Council's sympathy to the Waterbury Family in the passing of Steve Waterbury. Steve's sister, JoRana Smith was in the audience of the meeting.

Mayor Butler welcomed Buford Stout to the Council Meeting. Mr. Stout was following up on an earlier Council Meeting he had attended to see if any action would be taken toward removing the speed bumps on Bevabeck Drive and S. Duncan Street.

New Business

Architect Gail White along with Engineer Ben Boyt presented to the Council the tabulation of bids for General Contractor for the Fire Station addition and renovations. The bidders were instructed to submit to White and Borgognoni within 24 hours a list of the subcontractors to be used for the various parts of the addition and renovation. Only two of the bidders met the requirement: Ross Construction - Base bid $749,800.00 and Evrard Strang - Base Bid $695,500.00.

Council approval of the General Contractor for the Fare Station remodel and addition was tabled to a later discussion.

Commissioner Webb presented the additional bids for the Fire Station Addition that are not included in the Contractor's bid. The additional bids include painting building/Gracie Painting, telephones and phone lines/Frontier, data line, Marion IT Department, Install radio, amp speaker and alert box: for lights/Walker, cabinetry and countertops for kitchen, office, dispatch and lockers/Southside Lumber. Total price of additional bids $66,645.58. Architect Gail White told the Council that a White and Borgognoni representative will be making sure all areas of the construction are ADA complaint. Commissioner Webb made a motion to approve the additional bids for the Fire Station Addition, not included in Contractor's bid as presented. Commissioner Rinella seconded the motion.

Sewer Superintendent Brent Cain, Street Superintendent Doug Phillips, and Water Superintendent Scott Connell asked the Council to add a new employee to work as a Utility Inspector for the Street, Sewer and Water Departments. The Utility Inspector would work closely and under the guidance of the Street, Water and Sewer Superintendents to coordinate excavation permits between the city and outside contractors and utility companies. The Utility Inspector should possess the interpersonal skills needed to deal with contractors and the stressful situations that can come up on the jobsite and capable of working independent of constant supervision. Superintendent Cain explained this would relieve the superintendents of this time-consuming activity so they can devote their attention to other needed areas of their departments. The Job Description for the Utility Inspector was presented. Commissioner Goss made a motion approving the position of the Utility Inspector, the Job • Description presented for the Utility Inspector and approving the posting of the Utility Inspector Job. Commissioner Hightower seconded the motion.

Commissioner Goss asked the Council to approve the purchase of a new Exmark Mower/Zero Turn from F.B. McAfoos with a quoted price of $15,841.11 less Dealer discount of $4,562.11 less $2,500 for trade-in of an old Exmark Aero/Turn mower making the final cost $8,779.00. Funds for the purchase of the mower were approved in the 2017-2018 budget. Commissioner Goss made a motion to approve the purchase of the new mower with Commissioner Webb seconding the motion.

Mayor Butler gave a friendly reminder to all the Commissioners and Department heads that before purchasing a large dollar item, even if the item has been approved in the overall budget, it must be approved by Council before making the actual purchase.

Hub Recreation General Manager Chris Georgantas asked the Council's approval to hire the following part-time employee:

Jordan Rau- Part-time Security Officer (seasonal summer position) 8 — 15 hours/week at $15.00 per hour. Commissioner Webb made a motion to approve the hiring of Jordan Rau as stated above. Commissioner Rinella seconded the motion.

Hub Recreation General Manager Chris Georgantas asked the Council's approval to hire the following part-time employees:

Miranda Lange ~ Part-time Membership Attendant at $9.00 per hour, Cafe at $9.00 per hour, Child Watch at $8.25 per hour and Camp Counselor at $8.50 per hour. Ariel Haynes — Part-time Basketball Instructor at $15.00 per hour and Sports & Rec at $8.50 per hour. Madison Shoukeltovich — Part-time Camp Counselor at $8.50 per hour. Madison McGuire — Part-time Camp Counselor at $8.50 per hour Commissioner Rinella made a motion to approve Miranda Lange, Ariel Haynes, Madison Shoukeltovich and Madison McGuire for the above stated part-time positions and pay rates. Commissioner Webb seconded the motion.

Hub Recreation General Manager Chris Georgantas asked the Council's approval of the following Job Classification Additions:

Jacob Rice — Part-time Lead Lifeguard classification at $12.00 per hour. (Current part- time lifeguard) Shoshana Yoakum — Part-time Lead Lifeguard classification at $ 12.00 per hour. (Current part-time lifeguard and swim instructor) Jordan Blankenship — Part-time Lead Lifeguard classification at $12.00 per hour. (Current part-time lifeguard) Dakotah Quertermous — Part-time Camp Counselor at $8.50 per hour. (Current part-time Membership attendant) Bethany Pickens -Part-time Camp Counselor at $8.50 per hour. (Current part-time Child watch) Kylee Arnold — Part-time classification additions — Child watch at $8.25 per hour, Camp Counselor at $8.50 per hour and Wellness Attendant at $9.00 per hour. (Current part-time Membership Attendant) Josh Szidik -Soccer Instructor at $15.00 per hour. (Current Part-time lifeguard and swim instructor) Commissioner Rinella made a motion to approve the above stated Job Classification Additions with Commissioner Goss seconding the motion

Hub Recreation General Manager Chris Georgantas introduced Jonathan Allen for his distinguished service as the 1st Lead Lifeguard at the Hub being hired before the Hub opened. Jonathan has recently graduated from college with a Civil Engineer degree and is leaving the Hub to accept ajob in Crane, Indiana. Commissioner Goss made a motion to commend Jonathan Allen for his distinguished service in all his duties while employed at the Hub. Commissioner Rinella seconded the motion.

City Administrator Gail West read a letter from David Patton, Marion Carnegie Library Director, stating that Tiffany Steckenrider has submitted her resignation for the position of Librarian I effective as of May 26, 2017. Tiffany is leaving her job to care for two ailing relatives.

Commissioner Goss made a motion to approve the resignation of Tiffany Steckenrider with Commissioner Rinella seconding the motion.

Safety Director Brian Fisher asked the Council's approval to use Safety Grant funds to purchase an unmanned Aerial System equipped with a thermal imaging camera for First Responders. It will take pictures and send them back. The "drone" has two controllers, one to control its flight and one to control the pictures. The drone can be used for several different purposes: to locate lost people, to get better pictures in accident reconstruction, in Hazmat situations, and by EMA in assessing damage control as in the recent oil spill. It will be FAA certified through SIU. The cost of the FLIR Aerial First Responder Advanced Kit is $14,817.00 Commissioner Goss made a motion to approve the purchase of the FLIR unmanned Aerial First Responder Kit as described above. Commissioner Webb seconded the motion.

City Administrator Gail West explained the oil leak that was discovered last Thursday was contained very quickly by the Fire Department Hazmat Team led by Assistant Chief Tim Stotlar. The EPA was very appreciative of the City's quick work. When Summit Environmental of Evansville, IN, one of five companies suggested by EPA to contact, was called, they said they could be in Marion in an hour and 45 minutes from the time of the call. Summit Environmental of Evansville, IN came and started remediation of the area. Their fee is $6,000.00 a day. City Administrator Gail West stated it is anticipated Summit Environmental clean-up bill will be approximately $20,000.00. It was an emergency that necessitated the call for Summit Environmental to come to Marion. Commissioner Rinella made a motion to approve the emergency environmental clean-up by Summit Environmental of Evansville, IN. Commissioner Goss seconded the motion.

Commissioner Goss made a motion to approve the appointment of Kathy Spicer, Code Enforcement Office Manager, to fill the empty seat on the Zoning Board that was created by the retirement of Director of Code Enforcement, Jim Phemister. Commissioner Webb seconded the motion.

Commissioner Rinella made a motion to approve the monthly bills as funds become available with Commissioner Goss seconding the motion.

Mayor Butler read a Thank-you card from Tryphosia Lee thanking Mayor Butler and the Council for their generosity in helping to fund the Young Hearts with Goals and Purpose annual banquet held at the Pavilion May 13th.

7:55 P.M. Commissioner Rinella made a motion to go in to Executive Session to discuss contracts. Commissioner Goss seconded the motion.

8:55 P.M. Commissioner Goss made a motion to go out of Executive Session and resume the Regular meeting. Commissioner Rinella seconded the motion

OPEN SESSION Commissioner Webb made a motion to award the bid of General Contractor of the Fire Station addition and renovation to Ross Construction. Commissioner Goss seconded the motion.

Architect Gail White thanked the Council for their proceedings at tonight's meeting. Mr. White will send out a letter along with three copies of agreement with performance bond and certificate of insurance.

Commissioner Rinella asked if the PLA was included along with the prevailing wage agreement. Mr. White answered that the PLA agreement was included in the bid agreements.

Commissioner Goss made a motion to adjourn the meeting with Commissioner Hightower seconding the motion.
