I. 17-2136 Discussion of and Plans for the County Health Insurance

The committee began by discussing of the under funding of health insurance in FY16. During the budgeting process last year the board tried to estimate and budget for that this fiscal year. Hunter reviewed a handout showing the average cost per employee of health insurance plans. The county is significantly over the national average on employee coverage but right at the average on spouse/family coverage. The committee outlined a few issues with the current county plan; the cost of the plan, employee contribution, the network inclusions and the various bargaining units that have to be considered. Then the committee reviewed a handout from Windsor Benefit Solutions that outlines some possible plan changes that would help save the county money. The committee began discussing AIMM the county medical management team and some complaints that employee's have with them. Mr. Phelps was asked to look into other medical management teams that the county could consider. Finally, the committee discussed the importance of having representatives from the office holders, the unions and non bargaining units at the table. The consensus was to invite them to be ex-officio members of the committee who can attend if they want but are not required to attend.
