Herrin City Council announces annual Homecoming Dance.

The Herrin City Council met Sept. 12 to announce the annual Homecoming Dance for the community will be held October 1st.

MINUTES OF THE REGULARMEETING OF THE CITY OF HERRIN COUNCIL OF THE CITY OF HERRIN, ILLINOIS HELD IN THE COUNCIL CHAMBERS OF CITY HALL ON SEPTEMBER 12, 2016 AT 6:00 P.M.

Mayor Steve Frattinicalled the meeting to order and led us in prayer. Colton Braswell led us in the Pledge of Allegiance. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes AUGUST 22 of the August 22, 2016 Council Meeting. Alderman Shoemake, McGuire, York, Kinley, 2016 MEETING Sizemore and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S Treasurer Carl Goodwin was absent from the meeting. REPORT

BUDGET OFFICE Carrie Cravens, Budget Director stated that she and City Clerk Shelly Huggins have attended a couple of

conferences lately. One was with the Illinois Department of Revenue Tax Allocation Division and one was with the Illinois Comptroller's Office regarding audit reporting. We are fortunate in that our auditor files this on our behalf. Per Youngblood's office our most recent audit is almost complete and they have stated that this year has been easier due to the computer software having the capabilities to print the necessary reports. Also at the comptroller's conference, our economic developer Keith Moran also was there and used Herrin as an example of TIF. He stated that we are handling things very well.

CODES Codes Administrator Robert Craig stated mowing season is coming to an end. We will focus on abandoned

vehicles during the winter months. Also reminded everyone that occupancy inspections aren't passing the first time due to the required items not being present. We have a property owner that may want to donate a lot to us once the burned out house is tore down. We will beginning a grant process that will help with demolitions and rehabilitations.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works stated that on Labor Day there will be no trash pickup. It will

be picked up on Tuesday along with Tuesday's route.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting. IMPROVEMENT

PUBLIC SAFETY Quinn Laird, Police Chief stated that they have done 64 stops for distracted driving that netted in 15 citations

being issued.

Tom Hatley, Senior Captain had nothing to report.

David Shoemake, Chairman of the Public Safety Committee reminded the public of the Rib fundraiser for the K-9 unit this Saturday at the Fin & Feather Club in Freeman Spur.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before

the Council. Alderman McGuire, York, Kinley, Sizemore, Ahlgren and Shoemake voted "Yea". None voted "Nay".

INSURANCE Deon McGuire, Chairman of the Insurance Committee had nothing to report.

LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting.

CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center stated SI Opry will be on 9/17. Chamber Pink out Event LIAISON 9/24. The Steele Guitar Convention was quite a success and well attended. It brought in several persons

from outside the area. Thank you to the Hayes Family for their hospitality.

NEW BUSINESS:

ORDINANCE 29- Motion made by Alderman Kinley, seconded by Alderman York to pass Ordinance 29-2016 Vacating a 2016 VACATING Portion of N. 18th St. and alley ways for OLMC. Alderman York, Kinley, Sizemore, Ahlgren, Shoemake and PORTION OF N. McGuire voted "Yea". None voted "Nay".

ORDINANCE 30- Motion made by Alderman Shoemake, seconded by Alderman York to pass Ordinance 30-2016 Authorizing 2016 AUTHORI- the Sale of Personal Property. Alderman Kinley, Sizemore, Ahlgren, Shoemake, McGuire and York voted ZING SALE OF “Yea'. None voted "Nay". This is for old police cars.

ORDINANCE 31- Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to pass Ordinance 31-2016 Amending 2016 AMENDING Chapter 24, Schedule “C” of the Revised Code of Ordinances for No Parking between Signs in the 800 Block CHAPTER 24, of S. 12th St. Alderman Sizemore, Ahlgren, Shoemake, McGuire, York and Kinley voted "Yea". None SCHEDULE “C” voted "Nay". There has been a property owner notable to access their property due to a motorhome being NO PARKING parked in the way.

Motion made by Alderman Ahlgren, seconded by Alderman Shoemake to approve the TIF Façade Agreement for Hartley Art Gallery & Event Center. Public Improvement Committee recommends. Alderman Ahlgren, Shoemake, McGuire, York, Kinley and Sizemore voted "Yea". None voted "Nay".

Motion made by Alderman Ahlgren, seconded by Alderman York to approve the TIF Facade Agreement for Sarah's Hair Design. Public Improvement Committee recommends. Alderman Shoemake, McGuire, York, Kinley, Sizemore and Ahlgren voted "Yea". None voted "Nay".

Motion made by Alderman McGuire, seconded by Alderman Sizemore to approve Resolution 9-2016 CDAP Grant. This is for housing. Alderman McGuire, York, Kinley, Sizemore, Ahlgren and Shoemake voted “Yea'. None voted "Nay".

Mayor stated how much pride is in our community. The school district is thinking outside the box and made an outdoor classroom at Northside. We are blessed to have such a great library. Herrin Hospital is expanding and growing. The park district will be making an outdoor environmental area. Our banks are working with businesses to grow. We've seen economic development growth with Southside Lumber and Eastside Lumber as well as Orthotech moving to old Smoler's Building. Save-a-lot will be open in old Mad Pricer building before year end. We will be getting a new Dairy Queen soon. We have an abundance of volunteers and financial support from our residents. The Chamber of Commerce is sponsoring a mural program. We received a letter from Ameren naming Herrin a Progressive City for 2016. It also comes along with a $2,500 check.

The Herrin-Energy Community Crime Watch will be a hosting a free breakfast on 9/17 from 8-10:30 a.m. at Energy Baptist Church. Donations accepted.

Pink-Out Event will be on 9/24 at the Civic Center at 7 p.m. Cost is $50 per person.

Alderman Sizemore announced the annual Homecoming Dance for the Community on October 1 at the Civic Center. 6:30 doors open, 7-11 p.m. Music in Motion. Cost is $10 per person. This is a public event.

Alderman Shoemake has had a request for a stop sign at N. 14th & Carroll Streets. Will be presented to committee.

A resident asked if we have a grant administrator for the CDAP Grant. Yes we do.

Helen Russell stated the barking dog next door is still a concern. Mayor will follow up. Ed Schullian brought up a recurring water problem and subsidence issues. Mayor and Tom will follow up.

Randy Crompton asked what persons need to do for abandoned animals. Call Animal Control and they will pick up. He is concerned with their response of “we are full”. He thinks maybe we could handle differently.

Sharon Frattini urged everyone to attend the Farmer's Market on Saturday mornings. Saturday 9/24 will be A meet and greet the Herrin Tigers.
