Call to Order (5:00 PM)

Members Present: Chapman, Erbes, J.S. Rendleman and S. Bost

Also Present: Tamiko Mueller, Susie Kilquist, Grant Guthman, Maureen Berkowitz

Approval of Minutes

I. 16-0746 July 14, 2016 Minutes

A motion was made by Erbes, seconded by Chapman, to approve the July 14, 2016 minutes as

presented. The motion carried by unanimous vote.

II. 16-0748 IMRF Retirement Annuity Law changes

Discussion about the IMRF Retirement Annuity law changes was moved up.

The subcommittee discussed the recent law change regarding IMRF Retirees who are then

hired back by the county, Public Act 099-0745. The subcommittee discussed how this might

pertain to current employees, how many employees this might affect and how this could affect

future budgeting. The subcommittee decided that it would like to incorporate some l anguage

regarding this issue into the personnel policy. They discussed asking CIRMA, UCCI, other

counties what they are doing about this law change. Also they would like the State's Attorney's

office to draft a policy.

III. 16-0747 Personnel Handbook Revisions

The subcommittee began discussion of the personnel policy manual by talking about who will

be included in this scope of this policy manual, it was decided to take out all reference of this

applying or not applying to any other departments. Next the committee went through each

item on the State's Attorney Office memo and made decisions about how they want each issue

reflected in the manual. Guthman, Kilquist, and Berkowitz all made comments and suggestions

about different items. Finally, the subcommittee went through the list of questions the

committee coordinator had and made decisions. The committee coordinator will make the

changes and updates to the policy and forward the updated policy to the subcommittee and

CIRMA for review.

The Committee Coordinator requested permission and funding to attend an HR Law Conference in Cape Girardeau on November 7,

2016. It was the consensus ofthe subcommittee that the Committee Coordinator's request be granted.

Erbes moved and Chapman seconded to adjourn, motion carried.
