Carbondale District 165 Board sets school fees, cafeteria prices

At a recent meeting, the Carbondale Community High School District 165 Board set school fees and cafeteria prices for the 2016-2017 school year.

The Carbondale Community High School District 165 Board oversees all matters related to the district’s schools. The board includes seven non-partisan members who serve four-year terms.

MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD JUNE 16, 2016

The regular scheduled meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, June 16, 2016, at 7:00 p.m.

Upon roll call, the following members were present:

The following member was absent: Joe Hudgins

President Woodard declared a quorum present and the regular scheduled meeting of June 16, 2016, was called to order.

Approval of Minutes: Motion by Booziotis, seconded by Tsung, to approve the minutes of the regular scheduled meeting of May 19, 2016, and the minutes of the May 19, 2016, executive session. Roll call: Booziotis, Flowers, Tsung and Woodard voted yes. Member Cole abstained. Nay, none. Motion carried.

Old Business: There were no old business items.

Resignation of Board of Education Member: Motion by Flowers, seconded by Booziotis, to accept the resignation of Vicky King, Board of Education member, effective June 10, 2016; and, to publicize the vacancy by posting the Board Member Vacancy Announcement on the district website as presented. Roll call: Cole, Flowers, Tsung, Woodard and Booziotis voted yes. Nay, none. Motion carried.

On behalf of the Board of Education, President Woodard thanked Member King for her five years of service on the Board and for her service as Board President.

Recognition Items: There were no recognition items.

Public Comments: There were no public comments.

State Budget Update: Superintendent Murphy advised the Board that CCHS was in a financial position that would allow us to open school in the fall even though the state had not approved a budget for a second year in a row. He advised that other surrounding school districts were not so fortunate and may not be opening in the fall or would be opening and would operate until funds ran out.

Member Booziotis stated that even though CCHS was able to open in the fall, the fact the other school districts may not be opening would impact us all; including CCHS, and that we should urge our parents to write their legislators urging them to approve a budget for the good of everyone involved.

Member Tsung asked in the practical aspect what happens if a school district is not able to open its doors. Superintendent Murphy advised the situation was unprecedented and there is currently very little legal guidance on the issue.

Payment of Bills: Motion by Cole, seconded by Tsung, to pay the remaining bills for the month of May, 2016; and, those available for payment for the month of June, 2016. Roll call: Flowers, Tsung, Woodard, Booziotis and Cole voted yes. Nay, none. Motion carried.

2016-17 Wellness/Fitness Reimbursement-Final Year: Motion by Tsung, seconded by Flowers, to approve the payment of $10.00 per month or the actual cost of the program (if less than $10.00 per month) to each District 165 employee participating in a wellness/fitness program for the 2016-17 school year; and, to notify employees that 2016-17 will be the final year for the wellness/physical fitness reimbursement program in its current form. Roll call: Tsung, Woodard, Booziotis, Cole and Flowers voted yes. Nay, none. Motion carried.

Superintendent Murphy advised the Board that this would the final year for the wellness/fitness reimbursement program in its current form. He advised that the Wellness Committee would be reviewing new wellness initiatives that would be more beneficial to the district and the employees.

2016-17 School Fees: Motion by Flowers, seconded by Booziotis, to approve the following school fees for the 2016-17 school year:

Student Registration: $50.00

Driver Education Fee: $20.00

Student Lunch, Regular: $2.75

Student Lunch, Reduced: $0.40

Student Breakfast, Regular: $1.25

Student Breakfast, Reduced: $0.30

Student/Adult Milk: $0.25

Adult Lunch: $3.00

Adult Breakfast: $1.50

Roll call: Tsung, Woodard, Booziotis, Cole and Flowers voted yes. Nay, none. Motion carried.

District Policy Updates/Revisions--6:300, 7:150, 7:190, 7:200, 7:210, 7:220, 7:240 and 7:305: Motion by Booziotis, seconded by Flowers, to approve the updates/revisions to District Board of Education Policies 6:300, 7:150, 7:190, 7:200, 7:210, 7:220, 7:240 and 7:305. First reading occurred at the May 19, 2016 Board of Education meeting. Roll call: Woodard, Booziotis, Cole, Flowers and Tsung voted yes. Nay, none. Motion carried.

2016-17 Prevailing Wage Resolution: Motion by Flowers, seconded by Tsung, to adopt the Annual Prevailing Wage Resolution as presented. Roll call: Flowers, Tsung, Woodard, Booziotis and Cole voted yes. Nay, none. Motion carried.

Executive Session: Motion by Cole, seconded by Tsung, to go into executive session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees; to consider the appointment of a member to fill a vacancy on the Board of Education; and, probable or imminent litigation. Roll call: Flowers, Tsung, Woodard, Booziotis and Cole voted yes. Nay, none. Motion carried. The executive session convened at 7:24 p.m.

Executive Session Adjourned: The executive session adjourned at 8:39 p.m.

Public Session Reconvenes: The public session of the meeting reconvened at 8:39 p.m. President Woodard stated no action was taken while in executive session.

Resignation: Motion by Tsung, seconded by Flowers, to accept the following resignation as presented: a. Joseph Bevis (P.E. teacher) effective at the end of the 2015-16 school year as presented. Roll call: Tsung, Woodard, Booziotis, Cole and Flowers voted yes. Nay, none. Motion carried.

Request for Leave of Absence: Dr. Shannon Clapsaddle rescinded her request for a leave of absence.

Employment of Personnel: Motion by Booziotis, seconded by Tsung, to employ the following 2016-17 personnel as presented:

Teaching Personnel:

1. Rasheeda Love as a full-time CTE Family & Consumer Science Teacher. Ms. Love’s education and experience will place her at Line 4.5, Column BA/BS+12 on the Teacher Salary Schedule ($51,277.00).

2. Tammy Helvey as a full-time Special Education Teacher. Ms. Helvey’s education and experience will place her at Line 0, Column BA/BS on the Teacher Salary Schedule ($42,555.00).

3. Joshua Taylor as a part-time (4/6-time) Special Education Teacher. Mr. Taylor’s education and experience will place him at Line 0, Column BA/BS+12 prorated on the Teacher Salary Schedule ($29,462.68).
